For engineering construction,risk management is an eternal topic.Specifically for water emergency projects,under the condition of-strong construction period constraints,the core risk that needs to be paid attention to is schedule risk.Therefore,in the project management of Water Resources Emergency project,it is necessary to take management and technical measures to prevent the occurrence of schedule risk through the corresponding means of schedule risk management under the condition of resource determination.Traditional schedule management generally adopts network planning technology,which is more suitable for ordinary type of work plan.It does not consider the strong time constraints and possible risks separately.In this way,it is possible to delay the whole project due to the occurrence of risks,and then affect the realization of the project objectives.In addition to the characteristics of the general construction site far from the city,strong specialty and large amount of works,water emergency projects also have strong constraints on the completion of the project on schedule due to the characteristics of "emergency".Here the so-called "emergency" is not a rescue project,but refers to the project that must be completed within a specified time in order to complete a specific project purpose.Especially for water emergency projects,the completion of projects on schedule is of great significance and has a wide impact.If a delay occurs,it often means the failure of project management,or even the loss of significance of the project.In order to prevent delays in project progress,it is necessary to implement comprehensive management of project progress risk in the whole process of project construction.In view of the characteristics of Water Resources Emergency projects,besides considering the general project schedule risk,attention should also be paid to two aspects:one is to embody the characteristics of "emergency response".In the process of risk management,mature methods and tools should be adopted to improve the efficiency of decision-making;the other is to adopt the method of low investment as far as possible in the process of choosing risk response measures.Through the whole risk management process to reduce schedule risk,so as to achieve the project deadline goal.Based on the research of traditional project schedule risk management theory and the analysis of the inverted siphon project of Zhangweixin River on the Panzhuang line of the Yellow River diversion project,this paper establishes a six-stage risk management model for emergency project schedule,and implements the whole process risk management according to risk planning management-risk identification-risk evaluation-planning risk response-implementing risk response-monitoring risk implementation.The results of the application of schedule risk management model in risk management of water resources emergency project and the specific operation methods in each stage are clarified,which can provide reference for similar projects in the later stage.
