Basing on the present situation of Ecological Risk of Water Conservancy and Hydropower project, this paper integrates the Analytic Hierarchy Process, fuzzy theory to analysis the Ecological Risk of Water Conservancy and Hydropower Project in different periods of a complete life circle. In addition to the above, grey theory is used to find out the most important factor of each periods of a complete life circle. A mathematical model for exploitation scale decision of optimization which consider just Economical performance and a mathematical model for exploitation scale decision of optimization which consider the Ecological repair cost and Ecological risk are analysised.First of all, all the risk factors of each periods of a complete life circle are fuzzily synthesized by the theory of fuzzy synthetic evaluation. Then, these fuzzy synthetic evaluation vectors are turned into fuzzy scores which can represent risk degree.
