With the remarkable achievements of China's reform and opening up in the past 40 years and the implementation of the "the Belt And Road" strategy,more and more Chinese construction contractors choose to go out and explore overseas markets.Chinese construction contractors are undertaking more and more projects in Africa,and the competition in this emerging market is also increasing.At the same time,due to the different conditions in different countries in Africa,project implementation is also faced with many uncertain factors.Consider that the lack of risk management studies on construction engineering in Africa.These construction projects have the complexity of large investment,long construction period,involving many professions and new technology application,so it is particularly important to study the risk management of construction projects in this region.Good risk management level,on the one hand,can bring considerable economic benefits to the participating enterprises,on the other hand,can also enhance the competitiveness of enterprises.Based on the Rwanda Kigali Convention Complex(KCC)project,this paper studies the risks faced by the project.Firstly,combining with the risk management characteristics of engineering projects in Africa,the risk management related theories are sorted out,and a fuzzy comprehensive evaluation model based on AHP is constructed.Secondly,through literature induction and expert interview,the risk factors of this project were identified,and the risk list of KCC project in Rwanda was constructed,and 7 external risk factors were identified:political risk,legal risk,economic risk,social risk,natural risk,design risk and other participation parties risk.6 internal risk factors:decision-making risk,management risk,capital risk,technical risk,contract risk and procurement risk,and refined into 37 risk sub-factors.Then,the established fuzzy comprehensive evaluation model based on AHP is applied to comprehensively evaluate the risk factors of the project,and the risk levels of the top six risk factors are:other participation parties risk is "high",design risk is "very high",social risk is "very high",political risk is "very high",decision-making risk is "very high",capital risk is "very high",and the overall risk assessment of Rwanda KCC project is the largest.The degree of membership is 0.48 and the risk rating is "very high".Finally,through the comprehensive analysis,according to each risk factor weighting analysis,from the risk sub-factor level,other participation parties,design risk,social risk,political risk,decision-making risk,capital risk,management risk,economic risk,legal risk,procurement risk,technical risk and contract risk,put forward targeted risk response measures,recommendations,and improve the Rwanda KCC project emergency management system.This paper uses the risk management theory to systematically and objectively analyze the risks faced by the Rwanda KCC project,and obtains the weight value of each risk factor of the project,and uses the fuzzy comprehensive evaluation model based on the analytic hierarchy process.The comprehensive evaluation of various risk factors and the corresponding measures and suggestions have certain reference significance for the risk management of our contractors.
