| In recent years,China has undergone tremendous changes.With the rapid development of social economy in China,the length of railway has extended,as well as the speed,which is far ahead of other countries.The "high-speed rail"has become a new business card of China in the world.With the expansion of urban scale,the improvement of living standards of residents,and the innovation of railway technology,railway equipment and the industrial structure have been adjusted to meet the needs of the new era.In the process of adjustment,because of the adjustment of productivity layout or circuit design,it is inevitable to occur to waste lines or idle factories,resulting in inefficient and unreasonable use of railway land,which runs counter to the concept of saving and intensive land advocated by China.In consideration of the intensive land conservation,the related departments have issued relevant regulations to optimize land using structure.Therefore,giving priority to the revitalization of railway land stock and optimizing the redevelopment of existing inefficient railway land can not only effectively solve the problem of insufficient urban construction land,but also make up for the loss of railway enterprises by adding new sources of funds.At present,theory and practice of redevelopment of railway stock land in China are very weak.The problems about how to fully revitalize railway stock land,explore land development mode according to local conditions,and bring its potential value into full play should be considered in the future.Based on studying background of the redevelopment of railway reserve land,this paper points out some problems referring to railway reserve land and significance of redevelopment Furthermore,it analyses the practical experience in the redevelopment of railway reserve land at home and abroad.Five models of railway reserve land redevelopment has been summerized real estate development model,commercial operation model,warehousing logistics model and landscape reconstruction mode.Urban rail transit mode.The applicable conditions and influencing factors of each mode are further analyzed,and then specific cases arc used as the research support.Then this paper takes the Guihai Railway of Nanning Railway Administration as an example to carry out empirical research.It determines the redevelopment mode by analyzing the Guihai Railway’s land using status,location conditions,transportation convenience,service facilities completeness as well as utilization situation.Combining with actual situations,the optimization strategies and suggestions for Guihai Railway’s redevelopment are proposed-There are some policy suggestions about redevelopment of railway stock land.First,we should strive for the support of governments at all levels to promote the landing of national policies.Second,we should actively explore the comprehensive development mode of railway land.Third,we should take market demand as the guide,and give full play to the advantages of railway resources.Fourth,we should improve the capacity of railway development and strengthen the main responsibility. |
