River Chief Mechanism Establishment And Synthetic Evaluation Research Based On Systematic Method

Affected by the Event of Algae Flooding in Taihu Lake,Municipal Government of Wuxi in Jiangsu province invent a new management mode,which is now we called river chief mechanism.After several years’ experiments in Zhejiang and other provinces,the central government started to popularize this policy in order to relieve the crisis of water resources and accomplish the sustainable development of economy and society.Based on the theory of systems engineering,especially the method of fuzzy analytic hierarchy,and the data collected in the information system which is used to improve the efficiency of river chiefs,the model of river mechanism system is contrived after analyzing the main contents of this system like fundamental work,patrol by river chiefs,river regulation project and long-term management and weights of these factors.Take one town as example,the result of comprehensive assessment serves as the significant standard to evaluate the effectiveness of work.
