| With the continuous development of economic construction and my country’s call for green energy,the EPC(Engineer Purchase Construct,namely design,procurement,and construction)general contracting project model of photovoltaic power plants has been widely used.Different from the general building EPC model,the photovoltaic power station EPC model has the characteristics of short life cycle,high investment and technology content,and multiple professional fields involved.There are multiple risk factors throughout the construction process,especially in the bidding stage.Due to various uncertainties,as a key step in the bidding process,the risk assessment of the bidding price of the photovoltaic power station EPC project is of great significance in helping the general contractor find risks in advance,avoid risks,make risk response decisions,and successfully obtain projects.This research summarizes the related theories of construction project bid quotation,EPC construction general contractor,and bid quotation risk evaluation.Based on the perspective of EPC general contractor,it takes photovoltaic power station EPC project as the research object.Based on the research and analysis of relevant literature,25 preliminary bidding quotation risk evaluation indicators were screened.Then,the questionnaire survey method is used to systematically identify and screen the risk evaluation indicators of the bidding price of the photovoltaic power station EPC project,and construct the final 22 items of the risk evaluation index of the photovoltaic power station EPC project bidding price.Finally,the reliability and validity of the survey questionnaire are analyzed,and on this basis,the principal component analysis method is used to condense and name the finally constructed EPC bidding risk evaluation indicators for photovoltaic power plants.Finally,a risk evaluation system for bidding and quotation of photovoltaic power station EPC projects including 6 first-level indicators and 22 second-level indicators is constructed.Risk evaluation is a comprehensive multi-objective evaluation process with complex levels.According to the final construction of the risk evaluation index system for bidding price of photovoltaic power station EPC projects,by comparing the commonly used index weight preparation methods,this paper uses the AHP analytic method combined with the entropy weight method to quantify each index.The analytic hierarchy process is a subjective weighting method,which is more qualitative analysis and judgment than the general quantitative method.However,in the research process,it is found that the analytic hierarchy process is subject to the subjective influence of experts,which will cause the weight to be inaccurate.Therefore,in order to solve the difference For the issue of the difference of expert professional level,the entropy weight method is introduced to empower the difference of professional level of each expert,so as to improve the objectivity of weight allocation.Based on the advantages and disadvantages of the above two index weighting methods,the two methods are combined.Secondly,the risk evaluation of the bidding price of the photovoltaic power station EPC project is a comprehensive evaluation process with complex levels,which has the characteristics of vagueness.The use of fuzzy comprehensive evaluation method to construct the risk evaluation model of photovoltaic power plant EPC project bidding quotation can solve various problems of incomplete information evaluation,with strong applicability,and objective and fairness.Finally,taking the H project of HNEJ company as a case,the constructed photovoltaic power station EPC project bidding risk evaluation model is used and verified,and the risk level of the project is analyzed based on the evaluation results and the main risk response strategies and suggestions are given.In summary,this article considers and explores the key issue of the risk of bidding quotations for photovoltaic power station EPC projects from the perspective of EPC general contracting,combining theory with actual engineering,and finally establishing a set of scientific and reasonable photovoltaic power station EPC project bidding quotations Risk evaluation system,and the application of the system to actual cases has achieved effective results.Provide reference and technical support for general contracting enterprises in terms of the risk of bidding and quotation for photovoltaic power station EPC projects. |
