In recent years,environmental pollution and air quality problems have become one of the greatest challenges in the world.Vigorously developing new energy vehicles has become an important way to slow down environmental degradation and gradually control air quality.China's new energy electric vehicle started in 2009,but the market is developing rapidly.In order to promote the sustainable development of new energy vehicles,the state has promulgated new energy development plans,and local governments have introduced some supporting policies.Electric Vehicle Infrastructure has developed rapidly in Guangzhou.As of December 2017,more than 200 charging stations and more than 20,000 charging piles have been built in Guangzhou.However,these infrastructures are difficult to meet the development needs of new energy electric vehicles.The development of new energy electric vehicles requires sufficient volume and charging implementation.At the same time,the society also needs the location and type of charging implementation.Charging facility project construction is a systematic project,involving the requirements of electric vehicle development policy,market demand,operation mode and battery technology innovation.It has high investment risk.Therefore,it is necessary to study the risk management of charging facility project.Based on the analysis of the current situation of charging facilities of Guangzhou New Energy Electric Vehicle,this paper identifies the project risk of charging facilities of Guangzhou New Energy Electric Vehicle by SWOT analysis method,and constructs five first-level risk indicators and 18 second-level risk indicators from the policy and law level,construction and operation level,technical level,market level and organization and management level.This paper uses the analytic hierarchy process to determine the weight of each index,and uses the fuzzy comprehensive evaluation method to evaluate the risk grade.The results of risk assessment show that the overall risk of charging facilities for new energy electric vehicles in Guangzhou is "general risk".Through the comprehensive analysis of charging facilities project risk,policy and legal risk,construction and operation risk,technical risk and market risk are all "general risk",and organizational management risk is "lower risk".Combining with the actual situation of Guangzhou New Energy Electric Vehicle Charging Facility Project,the risk control strategy is put forward.(1)Policy and legal risk control strategies: implement financial subsidies to support the development of new energy electric vehicle industry;formulate preferential tax policies to reduce user purchase costs;dock national or industry standards and standardize production standards.(2)Control strategy of construction and operation risk: rational planning of charging facilities layout and construction;implementation of different operation strategies according to local conditions.(3)Control strategy of technical risk: improving the utility of battery management system;optimizing design and reforming charging technology.(4)Control strategy of market risk: actively using private capital and social resources;widening financial resources to enhance project profitability.(5)Control strategy of organizational management risk: strengthening information input management;laying equal stress on planning and management;strict product management of charging facilities;increasing support for R&D and guarantee of land policy.
