Nuclear energy is a strategic industry related to national security and sustainable development of social economy,and it is also one of the most important tasks to adjust the structure of energy industry.In the new round of changes in national status and economic development,the development of nuclear energy enterprises faces many new challenges and new opportunities: On the one hand,with the nuclear power enterprise expanding the enterprise scale and market scale,the division of labor between the enterprises is becoming more and more detailed.The traditional way of promoting the economic development of the enterprise by the expansion of scale does not accord with the basic law of scale reward.;On the other hand,the importance of operational efficiency in the sustainable development and competition of enterprises is gradually highlighted.However,the operation efficiency of nuclear energy enterprise is not solved effectively,such as how to operate efficiency,what kind of change law of operation efficiency exist,and the change of operation efficiency in the next few years.In view of this,the purpose of this study is to evaluate and predict the operational efficiency of nuclear energy enterprise,in order to find out in advance the main factors that restrict the improvement of the enterprise's operational efficiency,so it can help enterprises to understand their own operation situation,and provide some reference suggestions for the continuous improvement of management level,the optimization of enterprise decision-making and the realization of sustainable development of enterprises under the background of integration of military and civil affairs.Based on the research of domestic and foreign enterprises' operation efficiency,this paper selects Z nuclear power enterprise as the research object,constructs the efficiency evaluation and prediction model by using ES-DEA method,and fixed assets,R & D costs,main business costs,management costs,net profits and total assets turnover are selected as the input and output index system to evaluate the operational efficiency of Z nuclear energy enterprises.Then using the relevant data from 2005 to 2017 to predict the relevant index data for the next five years,and carrying out the result analysis of the comprehensive efficiency,pure technical efficiency,scale efficiency and scale benefit of Z nuclear energy enterprise operation.The results show that:(1)the ES-DEA model is feasible to evaluate and predict the operational efficiency of enterprises,and the results are in good agreement with the actual situation;(2)the operational efficiency of Z nuclear energy enterprise changes with time,which is the result of the dynamic interaction between pure technical efficiency and scale efficiency;(3)the main reason of affecting the operation efficiency of Z nuclear power enterprise in the next 5 years is the pure technical efficiency of the enterprise;(4)the scale return of Z nuclear energy enterprise in the next 5 years is decreasing,but the scale efficiency is not yet optimal.Based on the results of the above theoretical research and case prediction,this paper argues that in order to achieve sustainable and efficient operation of Z nuclear energy enterprise,the focus of improvement should be on the enhancement of pure technical efficiency.From the aspects of strengthening innovation,increasing R & D investment,increasing technical input and perfecting enterprise incentive mechanism,we can improve the technical level and management level of enterprises,at the same time,reasonably control the scale of enterprises and strengthen the coordination of enterprises.
