In December 2017,the joint office of Beijing,Tianjin and Hebei issued the "opinions on strengthening the construction of key platforms for the industrial transfer of Beijing,Tianjin and Hebei".The "2+4+46" platform for synergetic development of Beijing,Tianjin and Hebei was established.Lead to further accelerate the pace of industrial transfer,optimize and adjust the urban layout and spatial structure of the Beijing-Tianj in-Hebei region.However,with the economic development of Beijing,Tianjin and Hebei,regional energy consumption is also increasing year by year.However,the energy supply of Beijing,Tianjin and Hebei cannot meet the increasing demand.As well as environmental pollution problems,haze weather in the Beijing-Tianjin-Hebei region and China’s central and eastern regions of rapid development.In order to realize the green development of the Beijing-Tianj in-Hebei region,Hebei and Xiong ’an new district actively undertake the transfer of non-capital functional industries of Beijing.Promoting the optimization of regional industrial layout,effectively alleviate and govern energy shortages and environmental pollution in the Beijing-Tianjin-Hebei region,taking a resource-saving and environment-friendly sustainable development path.That is of great practical significance to formulate an industrial transfer strategy for the synergetic development of Beijing-Tianjin-Hebei with the core of reducing energy consumption and improving energy efficiency.Based on the above background,this thesis studied the impact of industrial transfer on energy consumption and energy intensity in regions and regions during the industrial transfer process of synergetic development of Beijing-Tianjin-Hebei.Firstly,we constructed a comprehensive evaluation index of the Beijing-Tianjin-Hebei industrial synergy development evaluation index system from three aspects:industrial synergy ability,industrial synergy action and industrial synergy performance;used the industrial transfer coefficient to analyze the transfer of various industries and some sub-sectors in the Beijing-Tianjin-Hebei region.Then,used the addition and multiplication model of the LMDI model,the contribution effects of energy consumption factors in various regions of Beijing,Tianjin and Hebei are analyzed.Finally,with the economic development,industrial structure and urbanization as the main variables,the industrial dynamic transfer judgment coefficient is used as a dummy variable to construct the panel data model and the error correction cointegration regression model,to analysis the impact of Beijing-Tianjin-Hebei industrial transfer on energy intensity.The research results are shown as follow:(1)The coordinated development of Beijing-Tianjin-Hebei industry is generally on the rise,and the weight of industrial coordinated action is the highest,indicating that the industrial transfer of coordinated development of Beijing-Tianjin-Hebei is active;the industrial transfer in various regions is heterogeneous.The financial industry,real estate and other industries in Beijing and Tianjin are showing signs of agglomeration,the low-end industries with high energy consumption were removed from Beijing and Tianjin,and Hebei was the mainly grounded.(2)The combined effects of structural effects and intensity effects effectively reduce the energy consumption of the three regions.Changes in industrial structure have contributed significantly to reducing energy consumption in various regions.(3)The industries with improved energy intensity in the region are agriculture,forestry,animal husbandry,fishery and other industries,and the industries that effectively reduce energy intensity are the construction industry,wholesale and retail trade,catering and finance;the impact of the transfer of various industries in various regions of Beijing,Tianjin and Hebei on energy intensity is heterogeneous.Therefore,in order to effectively reduce the energy intensity in the region,Beijing-Tianjin-Hebei can transfer some industries such as low-value-added industries with high energy consumption to the outside of the region;while the region accelerates the synergetic development,takeing into account the optimization of industrial structure and industries reduce energy dependence.
