Application Research Of PPP Mode Of Nanning Metro Line 2

Nanning Metro plans to build a "one-hour economic circle" to build a subway network in important traffic points in Nanning,maximizing the economic ties between each region.Inevitably,due to the gradual construction of Nanning Metro Line 1-8,it will bring convenience to the daily life of urban residents and suburban citizens.Especially at the intersection of rail transit,it will inevitably develop into a business circle,with these interchanges as the point,track lines.For the line,the Nanning network structure is formed.However,in the past,the urban rail transit project investment and financing methods are basically all the government has the authority,the corresponding government needs to be fully invested.The government’s economic affordability often barely supports the huge construction amount of the subway project,and many subway projects are temporarily suspended due to lack of funds.The single investment and financing model limits the development of urban subway projects.This paper analyzes the PPP mode of Nanning Metro Line 2 by means of literature analysis,case study method and experience summarization method.Firstly,through the collation,collection and analysis of PPP model and related literature of subway rail transit,the PPP model is summarized.The theory,the theoretical basis of urban rail transit and the theoretical framework of urban rail transit PPP financing model,through the theoretical analysis of PPP model in urban subway construction,elaborates the concept and characteristics of China’s subway PPP model,and the development of China’s PPP project.The status quo and trend,the feasibility of introducing PPP mode into urban subway construction,the application method of PPP mode in urban subway project,the economic attribute of PPP mode in urban subway construction,and the application of PPP mode of urban rail transit in subway project lay a theoretical foundation.Then analyze the case of Nanning Metro Line 2,and analyze the relevant documents,materials,summary of relevant management methods,experience,and setbacks,and analyze the innovation of the successful construction of Metro Line 2 different from other PPP projects.The location,management requirements,capabilities and difficulties in the application of the PPP model in China’s current rail transit construction,and briefly describe the measures to overcome these difficulties and overcome difficulties.Finally,based on the research and analysis of the case of Nanning Metro Line 2 and the reading and collation of the related literatures on rail transit,the relevant management models are summarized and analyzed,and the whole process and theorization are attempted,and the urban rail transit in China is briefly proposed.Aspects of the application of the PPP mode solution.This paper takes Nanning Metro Line 2 as an example for brief analysis.It can be clearly concluded that the promotion of PPP financing mode can accelerate the construction of urban rail transit projects.On the one hand,the injection of social capital eases the government’s financial pressure,disperses the risk of project construction and operation,and allows the government to switch from the role of the project builder to the supervisor;on the other hand,the introduction of the competition mechanism not only broadens the society.The investment field of capital can also introduce the advanced business philosophy of the enterprise into the construction of rail transit projects,thus improving the service level in the rail transit field.However,due to the impractical PPP operation mechanism in China,the relevant laws and regulations are not perfect,and many operational details need to be further explored and standardized.Therefore,it is still a long way to go to implement the PPP model in the rail transit field.
