Research On Policy Synergy In The Development Of Solar Photovoltaic Industry

The development of renewable energy industries such as solar photovoltaics is a common choice for energy strategy implementation and energy structure adjustment in countries around the world.As an important part of China's strategic emerging industries,the solar photovoltaic industry has developed rapidly under the guidance of national policies.At the same time,many problems such as overcapacity,off-network,and abandoned light are also increasingly exposed.As we all know,the development of solar photovoltaic industry is not only related to power grid planning,power generation,dispatching,etc.,but also closely related to the government,power generation enterprises,transmission enterprises and consumers,and more energy,technology,finance,and financial letters.Resources and other multi-departmental actions.Therefore,the solar photovoltaic industry policy is a complex public policy system.There are objective needs for effective coordination of policies between multiple departments and multiple levels,which encourages a large number of different types of policies to form an interactive mechanism and strengthen policy-making and implementation.Only by coordinating efforts can we truly bring out the synergy effect of public policies.Based on this,the author takes China's solar photovoltaic industry policy as the research object,and analyzes the synergy of China's solar photovoltaic industry policy from two aspects: policy text and case practice.Based on the policy text level,it mainly analyzes the policy texts from the policy level,policy subjects,and policy tools.Based on the case practice,from the horizontal coordination of policies,the vertical coordination of policies,and the synergy between power generation side and power transmission side,this paper focuses on the target conflicts,conflicts of interest and synergy dilemma of multi-level and multi-stakeholders in China's solar photovoltaic industry policy implementation.The research shows that there is a risk of synergistic failure in China's solar photovoltaic industry policy.The rapid expansion of capacity,the difficulty of grid connection and the high rate of light rejection are the manifestations.The specific departments of the solar photovoltaicindustry have their own rules,segment management,and policies.Inconsistent standards and accreditation standards;uncoordinated inter-governmental relations,local governments proceed with flexible implementation policies based on their own interests;power systems lack comprehensive planning at the national level,grids and power supply construction cycles are not synchronized,power investment direction and new energy sources Power development mismatch and other issues.Then,the author combines the phenomenon of the decline of the light-emitting rate of the solar photovoltaic industry in some regions,and analyzes the policy efforts to improve the coordination degree of the solar photovoltaic industry policy,such as gradually eliminating the subsidy policy,establishing the environmental monitoring and evaluation system for the photovoltaic power station development market,and improving the power trading market.Measures.On the basis of the above research,the optimization proposal for the synergy of China's solar photovoltaic industry policy:establish an inter-departmental coordination mechanism to promote horizontal inter-departmental cooperation;clarify the inter-departmental powers and responsibilities,strengthen the overall policy design;improve the market mechanism and optimize the power generation side And the transmission side policy system;optimize the policy operation process and improve the policy coordination mechanism guarantee.
