Research On The "unit" Renewal Of Traditional District Under Multi-governance

Heritage protection is a continuous topic,and the concept and practice of protection has also gone from individual protection to overall protection.Due to the public property of traditional district,the government often plays an important role in the entire process of renewal.However,the environment of traditional district continues to decline,such as the scattered distribution of the remains,the fragmentation of traditional features,and the increasingly complex cultural and social challenges.The single mode of government regulation is no longer able to cope with the emerging new situation,the demand for multigovernance has gradually become more prominent.At the same time,President Xi Jinping stressed that historical and cultural protection should highlight local characteristics,pay attention to the improvement of human settlements,and use more micro-reconstruction method like “embroidery” to help the city retain memories and let people remember homesickness.Under the background of the renewal of old cities and social governance,this paper focuses on the realistic dilemma of the traditional district renewal and the "prisoner’s dilemma" caused by the collective disagreement in the multi-governance.From the perspective of collective action,combined with the theory of "organic renewal","property right and urban form",and the practical experience of urban renewal unit system,this paper analyzes the spatial composition and spatial characteristics of traditional district,and the selection efficiency and selection criteria of pluralistic governance,and proposes the "unit" renewal mode of traditional district.On the basis of this,the system construction of “unit” renewal is carried out: the “District unit” is constructed with the overall protection as the guide,the “Block unit” is constructed based on the classification implementation,and the “Yard unit” is constructed based on the implementation and utilization.Based on the construction of "unit" renewal system,this paper discusses the method practice of "unit" renewal by taking Zhuangshi traditional district as an example.The "unit" renewal system is established on the evaluation of the overall value of traditional district,and the evaluation results serve as the basis for the overall protection of “District unit” and the classification implementation of “Block unit”.At the level of “District unit”,the overall framework of "unit" renewal is constructed through public intervention.At the level of “Block unit”,according to the characteristics of the unit space and the advantages of the implementation subject,the classification control measures are proposed.At the level of “Yard unit”,it is graded and utilized according to the value of the courtyard heritage,and proposes a differentiated development path and implementation guidance strategy.Under the “unit” renewal mode,through the establishment of a spatial coordination mechanism and implementation management mechanism,the complex problem of the overall renewal of the traditional district will be reduced to the limited possibility of "unit",and through the multiple co-governance,the "authenticity" of historical features will be guaranteed,the "continuity" of traditional life will be maintained,and the "diversity" of block functions will be constructed.And from the perspective of protection and development,it puts forward the "organic" practice method of traditional district protection,implementation and management.
