Research On Social Performance Evaluation And Dynamic Mechanism Of Urban Green Space Allocation

Since the 1990 s,the process of marketization and urbanization in China has been accelerated remarkably,urban society has been rapidly divided,urban space has been reconstructed dramatically,and social equity has become increasingly prominent.In this process,the urban green space as a quasi-public goods,its configuration has also undergone substantial changes.Therefore,scientific evaluation of social performance of urban green space allocation is significant for the consideration of the needs of all sectors of society,the rational allocation of green space and the realization of social equity.This paper takes Hanyang District of Wuhan City as the research area.On the basis of quantitative evaluation of the social performance of green space allocation in Hanyang District,the dynamic mechanism of green space allocation in this area is examined from the perspective of "spacesociety" interaction,and the results of social performance evaluation are explained under the influence of the dynamic mechanism,so as to put forward systematic and targeted optimization strategies.The main contents of this paper include the following three aspects:(1)Constructing a measure model to interpret the social performance of urban green space allocation in Hanyang district from the spatial level.On the basis of analyzing the advantages and disadvantages of the existing accessibility evaluation methods,this paper chooses the applicable model and improves it.Then,by focusing on the scale of human settlements behavior,the social performance rating model of urban green space is constructed from the perspective of interaction of "residence-traffic-green space".(2)Based on the theory of spatial production,the results of social performance evaluation of urban green space allocation are analyzed from the perspective of dynamic mechanism.Taking 1990-2015 as the time cross-section,this paper analyzes the evolution process and characteristics of urban green space in this area.Through the analysis of the influence force and dynamic mechanism behind it,the overall evolution direction of the social performance of urban green space allocation in this area is determined from the perspective of "space-society" interaction,and the conclusion of social performance evaluation of urban green space allocation in the case area is explained shallowly and deeply through three levels of space,society and value.(3)Systematic thinking is used to carry out the research on the optimization of social performance of urban green space allocation.In view of the problems existing in the three levels mentioned above,with the goal of promoting social equity to mature stage,and with the optimization principles of "integration and sharing","overall coordination" and "multiple cooperation",an optimization strategy system of mutual synergy and coupling is constructed.Under the framework of this system,specific strategies of urban development,social governance and spatial planning optimization are put forward respectively to jointly promote it.Urban green space allocation is equitable and suitable for development,so as to promote the realization of social equity.The social performance of urban green space allocation is an open issue,which needs a lot of theoretical research and practical verification.Taking Hanyang District of Wuhan City as an example,this paper aims to strengthen the understanding of the essence of unfair allocation of urban green space and provide useful reference for the healthy construction and development of urban green space.
