With the rise of domestic combined gas and steam power plant,the market demand of the core equipment,gas turbines and steam turbines,are also increasing.The gas-fired power plant is highly sensitive to the time and price of gas supply,so the customer usually has strict requirement on the equipment delivery time,which is challenging the project planning management of the manufacturer.However,the gas turbine manufacturing project is currently lack of a standard and comprehensive working breakdown.In the mean time,during the project planning,the project lead time is normally estimated without the consideration of the resource constraints.This article introduces the method of a comprehensive work breakdown structure based on the gas turbine product BOM,which includes the full scope of supply and work in the project.Define the WBS elements by deliveriables and process output of the project and built up the levels of WBS based on product structure.The work of the project will be splited to the bottom level of work packages and activities,and then establish the coding of the WBS.This article sets up the duration and establishes the network by logical relation for each project task.Find the critical path b y forward pass and backward pass methods.This article presents the logical algorithm of resource leveling based on project network planning.Analyse the resource constraint by using the resource load diagram which shows the resource mismatch between the maxium availability and the actual load and identify the related tasks.The next step is to adjust the project planning to solve the resource constraint,which means adjust the non-critical path tasks within the float to avoid the extension of lead time on critical path,and then postpone the critical path tasks whose resources are limited within the acceptable project lead time.In the mean time,solve the resource constraint by assigning more resource if possible.After the resource leveling,the project p lan has better conformty to the actual project process.If the project plan still cannot meet the project target of lead time after resource leveling,the warning of project risk will be released.
