| In recent years,the state has vigorously promoted the construction of small water conservancy projects and has achieved certain results.However,in the aspect of cost management,the current standard of small water conservancy project cost can no longer meet the needs of the development of small-scale water conservancy projects,and large and mediumsized water conservancy project construction and management exist obvious lagin order to improve the management level of small water conservancy projects,make the construction work more cost-effective and reasonable,and it is necessary to compile the cost constitution of the small water conservancy projects and the charging standards.Therefore,the paper takes charging standard of small water conservancy projects as the research object,based on the analysis of the engineering cost constitution and the charging standard calculation method,combined with the development status of small water projects and the characteristics of projects,the problems in the management of the cost of small water projects are proposed,such as there are differences between the division of projects in the budget quota standard and the actual situation of the project,and some of the charging standards are inconsistent with the actual occurrence costs of small water conservancy projects,and the pricing standards are not comprehensive etc.Therefore,the paper focuses on the calculation of the cost composition and charging standards for small water conservancy projects.(1)Discussed the domestic and international project cost constitution and calculation method for charging standards.Based on the characteristics,development status and trends of small water conservancy project,it puts forward the problems existing in the establishment method and steps of small water conservancy project cost index.(2)Using SPSS to conduct a fitting analysis on the distribution of each influencing factor in unforeseen costs of small water conservancy projects,establishing an unforeseen costs rate estimation model,and using Monte Carlo simulation method to study the data of unpredictable factors in the construction of small water conservancy projects of Faku County,Liaoning Province by using MATLAB.The results show that the unforeseen costs rate for small water conservancy projects in the Faku area of Liaoning Province is 5%,and the calculation results are more in line with the actual situation.(3)Based on the grey fuzzy theory,this paper proposes a method to determine the similarity degree by combining the fuzzy closeness,Euclidean closeness and degree of grey relational,and establishes a grey fuzzy estimation model of temporary engineering fee,which is effective and reasonable for the agricultural water conservancy temporary engineering fee.The analysis and research are carried out through engineering examples.The results showed that the temporary engineering fee rate for small water projects was 0.97%.The accuracy of the model meets the requirements and the model has certain theoretical and practical values. |
