Quota is the basis for determining the cost of the project and the preparation of the plan.The key contradictions of sub-headings and inconsistent productivity levels have emerged in small water conservancy projects in the process of borrowing from large and medium-sized water conservancy projects.The lack of targeted quota standards has also caused deviations in the investment management of small water conservancy projects.The establishment of quota standards for small-scale water conservancy projects meets the requirements of China’s sustainable economic development and the strategy of building modern agriculture.The introduction of scientific and reasonable quota standards is related to the continuous improvement of the agricultural hydraulic engineering industry system and the improvement of the industry level.It is of great significance to the soundness of the industry market mechanism.However,the traditional quota calculation model only considers labor consumption as a simple value for calculation,but does not consider the actual significance of labor consumption under the influence of various factors in the production process.In order to reasonably determine the quota productivity level of small-scale water conservancy projects,and solve the problems of lengthy time and complicated processes in the preparation of quota standards for small-scale water conservancy projects,this article considers the study,combining traditional quota preparation methods and gray system theory,to study the labor quota consumption of small-scale water conservancy projects.The results show:(1)Through combing the domestic and foreign research progress of quotas,and comparing four traditional methods of quota preparation in detail,combined with the current development status,engineering characteristics,and follow-up research content of small-scale water conservancy projects,workday realistic methods are used to perform labor quota consumption data.The measurement and other data collection are more suitable for small water conservancy projects.(2)Based on the actual engineering situation and productivity system elements,establish an evaluation system of the impact of labor quota consumption index,use gray system and fuzzy mathematical theory to build a calculation model of labor quota consumption,use engineering examples to verify that the relative errors of the model are within Within 5%,the model is reliable,and the sample project is used to calculate the labor quota consumption standard for the target project.(3)In order to reasonably determine the labor quota consumption level,a three-scale analytic hierarchy process and gray clustering method were used to construct a labor quota consumption calculation model.Based on the examples of small-scale water conservancy projects in various regions of Liaoning Province,14 quotas were finally determined.Labor quota consumption standard for sub-items.The construction of two calculation models of labor quota consumption provides a new method for the formulation of quota standards for small-scale water conservancy projects,and has reference significance for the compilation or update of quotas in otherindustries.
