The new type of urbanization is a process of improvement and modernization of the rural lifestyles.It is a historical process of the development of traditional agricultural society to modern urban society.It is a fundamental change in the economic and social structure and can be huge.The specific performance of the development space is also an important indicator of the level of development of a country or region.The new type urbanization requires that the concept and principles of ecological civilization be fully integrated into the whole process of urbanization,highlighting resource intensive conservation and ecological friendliness.Public transportation is a green and sustainable way of travel.Its role in the process of new urbanization construction is pioneering,basic and forward-looking.Priority is given to the development of public transportation to achieve intensive,green and low-carbon urbanization.Different countries and regions have different priorities for public passenger transport in the process of urbanization.In the United States,public transport is more dependent on private cars,while countries such as Japan and Western Europe are more inclined to develop the main body of public transport for rail transit seats.Most of the developed countries have completed the process of urbanization and industrialization.The gap between urban and rural areas is relatively small,and the development of urban and rural passenger transportation systems is relatively perfect.However,due to the influence of industrialization,urban-rural difference and land area,urban and rural transportation problems that passengers faced are complex.The research on public transportation system planning in the process of new urbanization needs to proceed from reality and focus on self-innovation and self-development.This paper mainly studies the public transportation system planning of cities and towns with a certain scale of economic development under the process of urbanization.Firstly,it expounds the connotation,type,transportation mode,characteristics of urban and rural areas,and the development status of public transportation in the process of new urbanization.The paper analyzes the results of public transportation in Jinjiang City as an example.Then it quotes the evaluation content and indicators of urban and rural public transport system in the process of new urbanization.Taking Jinjiang City as an example,the comprehensive evaluation index data is investigated and compiled,and the data envelopment analysis(DEA)is used to comprehensively evaluate the evaluation index system.Further analysis in the new urbanization process is on the bus route network service system planning,bus hub station system planning,and bus lane planning,etc.The main conclusions drawn are as follows:(1)People’s demand for various modes of transportation mainly considers their economy,continuity,independence,speed,comfort,safety,etc.At present,the main ways for residents to travel during the new urbanization process are walking and cycling.Motorcycle trips and public transportation.There are still some problems in the layout of urban public transport online networks and public transportation stations.(2)According to the indicators of transportation facilities,service level and comprehensive benefit level,the evaluation index system of urban and rural public transportation system in the process of new urbanization can be established,and the evaluation index system is comprehensively evaluated by data envelopment analysis(DEA).It can be seen that the current urban and rural public transport development in the new urbanization process is relatively effective.This method can also determine the key indicators that affect the development of urban and rural public transportation in the process of new urbanization.(3)The bus line network in the new urbanization process should be arranged to facilitate the residents’ behavior.Based on the bus passenger flow,the number of transfer times and the minimum number of passing stations should be first,second,first,and then fine.Layered,hierarchical layout,optimized into a network is the idea.Factors affecting the planning of new urban public transport network should mainly consider urban passenger transport demand,road conditions,station conditions,vehicle conditions,and policy factors.Taking Jinjiang City as an example,the paper analyzes the passenger flow corridor and network structure,as well as the medium-speed BRT plan and the conventional transportation network plan.(4)The bus hub station system is divided into two levels: service passengers and service bus.The research focus on the architecture,significance and layout principles of the bus hub station system is to determine the corresponding planning plan.The transportation hub should be placed at the connection point between the city’s internal traffic and external traffic.According to the different service functions,the bus hub should be divided into an integrated hub and a regional hub.The principle of location selection of bus parking and maintenance yards is as follows: the layout of bus parking and maintenance yards is coordinated with the overall planning land of the city;the layout of bus parking and maintenance yards should be close to the main roads,and the location of convenient transportation should be selected;the bus parking and low-security layout should be close to the public transportation hub.First and last stations,to avoid excessive bus driving mileage;high security and overhaul centralized layout,be choosen the area with good traffic on the edge of the city to avoid interference with residential areas and surrounding traffic.(5)The principle of setting up bus lanes is that passenger transport efficiency is prioritized,coordinated with road traffic,and matched with demand.By setting the bus lanes through the above principles,the bus speed is not lower than the average speed of the society,reaching the target of 15~25 km/h.The type of bus lane can be classified according to the lane position,driving direction,driving time and special strength factors.
