The rapid growth of motor vehicle ownership in xi 'an has made the urban road traffic and environmental pollution problems increasingly severe.In 2019,xi 'an will officially implement the policy of limiting the number of motor vehicles on weekdays.In recent years,the implementation of the policy in various cities has made the policy become a research hotspot in various industries.This paper starts from the residents' travel mode selection behavior under the restriction policy,combines the latent variables of the extended planned behavior theory and the individual traveler attributes,and constructs the travel mode selection model with latent variables.First,under the limit line policy of xi 'an residents travel way investigation,contrast the limit line policy residents travel mode choice before and after the change,the change of the public traffic service quality,to explore the limit line policy on the influence of different individual travel,traveler's attitude to limit line policy,its green and healthy concept of limit line,the influence of mode selection,the perception of travel restrictions,different way to travel.Secondly,based on the survey data,build traveler individual economic attribute and MIMIC model of expansion plans between behavioral theory,explore the private cars,public transportation,take a taxi/carpool plan under three kinds of way to travel behavior theory,the intrinsic relationship between latent variables,extension,planned behavior theory and the intrinsic relationship between individual traveler attributes,using AMOS software is used to estimate parameters.Thirdly,based on the relationship between latent variables and their measurement variables,an ICLV model containing latent variables was constructed to depict the residents' travel mode selection behavior under the restriction policy.The model was compared with the MNL model without latent variables.Biogeme software was used for model estimation,and the fitting accuracy of ICLV model was higher than that of MNL model.Finally,based on the estimation results of ICLV model,direct and indirect elasticity analysis is conducted on the factors that have significant influence on residents' travel mode choice under the restriction policy,and Suggestions for policy improvement are put forward from the three aspects of car ownership,public transport service quality and car travel cost.
