Building energy consumption creates about one-third of China’s total carbon emissions. Therefore, the rapid development of green buildings will accelerate the transformation of urban-rural construction models and energy resources utilization. As for the photovoltaic buildings in green buildings, the cost of photovoltaic modules is relatively high for the present, and the big initial investment seriously restricts its promotion and application. Moreover, the economic benefits in the later period mainly rely on government subsidies. That is to say,the imposed financial burden will influence the sustainable development of renewable energy in construction. Therefore, how to objectively reflect project benefits in the co-opetition relationship between government and enterprises is the key to optimize the investment efficiency of the project while promoting photovoltaic buildings. This study first analyzes investment activities based on the cooperation-competition theory.Second, the incremental cost and benefit are comprehensively analyzed from the perspective of life cycle.Third, combined with multi-objective programming and bi-level programming theory,an investment benefit optimization model is established based on co-opetition relationship. In order to calculate the model,an improved multi-objective particle swarm optimization algorithm is designed.Last, taking the photovoltaic building in western Sichuan as an example, the algorithm is used to obtain the optimal solution of the market environment and investment decision combination strategy. The results include the values of 10 sets of grid-connected electricity prices and subsidies. Each group of market environment strategies corresponds to the value of 12 groups of installment capacity and grid-connected proportion. It is intended to provide the reference for government and enterprise to adjust the market environment and investment decisions of photovoltaic construction projects.
