| At present,the research of residential district planning in the public value of city is still insufficient in our country.In addition to the driving of economic interests of the residential district construction,the main reason is that the manager and the designer of the residential district planning and design are disregard and lack of awareness of urban public value.As an example of a new residential district in Dalian city in this paper,through in-depth research and analysis on the urban public value,summarizing the reasons and derivative problems for ignoring the city public value in the traditional residential district planning.On this basis,the promotion of the value of public urban settlements planning methods are studied.With the development of the city,social public demand is changing.the city public value is the utility and significance to realize these changes.The public value of the city has the characteristics of fairness,sharing,harmony,continuity and so on.The most of newly built residential area in Dalian city ignored urban public value,the sustainable development of settlements,and the justice among the interests of the region.So the problem within the residential area are grafted to the city,seriously damaged the public value of city.The problem is mainly focused on four aspects,such as the external physical environment,residential landscape,road traffic and public service facilities.Based on the analysis of these four aspects,this paper puts forward residential district planning strategies to improve urban public value.Firstly,adhere to the principle of regional physical environment quality.By the method of computer simulation prediction,optimize the living area planning and layout scheme,to construct fair external physical environment.Secondly,through the planning and design means,sharing urban landscape of mountains and sea,coordination the landscape and architecture of residential district,constructing continuous residential landscape in the border areas,and the construction of the residential landscape environment intergrowth.Thirdly,from a safe and sustainable point of view,a reasonable layout of the residential area,with the balance of supply and demand of parking facilities,and the perfectly layout of safety and disaster prevention facilities,to build an efficient and convenient road traffic environment.Fourthly,from the aspect of policy and regulations,and through proposing multidisciplinary collaboration to improve the construction standards,controlling and guiding based on classification,and matching rigid control with flexibility to guide the construction of shared facilities.The paper is to establish a new model of residential district planning and the promotion of public value of city,and then make up the deficiency of residential district planning system and urban public value analysis.Therefore,the settlements planning is more systematic and complete to provide reference for the realization of the optimization of urban public value. |
