Research And Innovation On Procurement Of Supervision Services

Since our country introduced the construction supervision system in 1988,after decades of development,the supervision system has played a certain role in guaranteeing the quality of construction projects.However,there are still many drawbacks in the supervision industry,such as the average quality of supervisors is not high,the integrity of supervisors is insufficient,the bidding mechanism of supervision is not perfect,and so on.Supervision itself is a service industry that provides brains.It has its own particularity,and it is often difficult to define the quality of service.Therefore,in the process of bidding for supervision,the owner often neglects the evaluation of supervision ability.Moreover,due to the uneven strength of supervision units,tenders are often fraudulent and harmful to the interests of owner units because of their own interests.The evaluation index of supervision often neglects the ability examination of supervision,can not reflect the true level of supervision,and greatly affects the management quality of later period.Therefore,this paper discusses how to design the appropriate tender scoring index,which is more close to the actual project,and is of great significance to help the owners select the appropriate supervision units.Through reading a large number of documents and collating information,this paper analyses and screens the long-used tender evaluation indicators,combines its own work experience,summarizes the existing problems on the spot,and combines expert opinions,adjusts the original evaluation indicators and expands the scope,so as to obtain new evaluation indicators.The weights of new and old bid evaluation indicators are calculated by using analytic hierarchy process(AHP).According to the expert scoring method,two judgment matrices are constructed,and the weights of each evaluation index are finally determined by comparing each other.Then,the case is applied to compare the scoring rules of the old and new evaluation indicators,and to confirm that the optimal supervision unit can be selected by using the new scoring index system.
