With the rapid development of the civil aviation industry,the airport surface has become increasingly congested,and aircraft delays and fuel consumption have increased.In order to improve the air quality around the airport,it is important to quantify the fuel consumption and pollutant emissions during the taxiing phase of the aircraft and to optimize the operation of the surface.This paper starts from the perspective of fuel economy and emission reduction,and combines the objectives of airport,air traffic control and resident airlines to propose a surface operation optimization method based on collaborative decision-making.At the same time,in order to verify the effect of fuel saving and emission reduction,the fuel consumption and emission model of flight surface operation was constructed.Firstly,starting from the group decision-making and synergy theory in management,the basic concepts of airport collaborative decision-making are given,and the types of information and information interaction processes that the three parties need to share in the collaborative process are defined.On this basis,based on the current collaborative decision-making framework,a collaborative decision-making framework with airport as the core is proposed.Secondly,it analyzes the types of pollutants emitted by the main engine and APU during the taxiing of the aircraft.According to the external environmental impact,the fuel consumption and emission calculation models of the two models were established,which laid the foundation for the analysis of the optimization model to save fuel and reduce emissions.Finally,from the perspective of airlines,air traffic control and airports,the multi-objective optimization model is constructed to reduce the fuel consumption,reduce the control load and improve the utilization rate of the aircraft.The model is based on the characteristics of the model and the characteristics of the flight operation.A sliding window algorithm with CPS constraints is used to solve the problem.In order to analyze the effect of the model,the Tianjin Airport was taken as an example to carry out simulation experiments,and the SIMMOD software was used to analyze the fuel saving and emission reduction.The results show that the model can greatly reduce the flight schedule delay,reduce the fuel consumption and surface pollutant emissions,and achieve fuel economy and emission reduction.
