With the rapid development of the civil aviation transportation industry,the civil airports are increasingly congested.Under such high-density and high-load operating conditions,a large number of flight scene delays have increased,which in turn has caused additional fuel consumption and pollutant emissions.In order to improve the efficiency of airport surface operation and practice the concept of Green Airport environmental protection,this paper proposes an optimization scheduling strategy of departure flights queuing based on the concept of airport collaborative decision-making with the goal of fuel saving and emission reduction and the principle of ensuring operation safety.Firstly,the process of airport surface operation is described,and the causes of flight delays in the process of operation are further analyzed.Based on the graph model representation,a node-link airport surface operation network model is established,and on this basis,the concept of departure queuing network is proposed,and the flight departure optimization process is described in the form of queuing network representation.Secondly,the fuel consumption and emission sources of the departures are analyzed,and on this basis,the fuel consumption and CO2 emission calculation model for departures'surface activities is established,including the calculation model of the main engine and the APU.And the calculation process of fuel consumption and CO2 emission for surface activities is designed.Then,under the concept of airport collaborative decision-making,with the goal of fuel saving and emission reduction,and taking key milestones?CTOT and COBT?in A-CDM as the starting point,and combined with the actual operation requirements,the departure queuing network model for fuel saving and emission reduction is established.And the SW?CPS algorithm is designed to solve the model.Based on the pre-queuing method,the optimized surface operation of the departures is scheduled to achieve fuel saving and emission reduction.Finally,aiming at the problem of delay risk caused by abnormal flights,based on the theory of risk decision-making analysis in operational research,the expected value method is applied to establish the fuel saving optimization model of take-off queue under the expected natural state.In addition,the mechanism of flight take-off timing locking and data cycle updating is designed,and the model is solved by improving the Receding horizon control algorithm.Based on the decision-making analysis,the departure operation is optimized,which has strong operational applicability and operability.In a word,under the current background of low-carbon economy,this paper puts forward the optimization method of surface operation of departures for fuel saving and emission reduction,which can provide theoretical basis and decision support for large civil airports.
