Study On Government Functions In The Transformation And Development Of Qinhuangdao Port

Along with our country economy gradually from the high speed development to quality development,the growth of the transport mode is more and more attention to improve service quality,at the same time,the coordinated development of beijing-tianjin-hebei,"all the way along the" national strategy to further,Qinhuangdao port faced with weak competitiveness,and the surrounding homogenized competition and so on many difficulties in the development of transformation.As one of the first 14 cities in China’s coastal reform and opening up,how Qinhuangdao uses port transformation to promote regional economic development is not only conducive to enhancing the government functions in port transformation,but also of great significance to national strategic implementation.In domestic and foreign studies,it is found that the leading role of government in port transformation cannot be neglected.Therefore,this paper not only aims to enrich the theory of government functions in port transformation,but also puts forward feasible Suggestions for port transformation development of Qinhuangdao city.Based on the industrial transformation and upgrading theory,government role theory as the basis,a comprehensive and deep analysis about domestic and international port transformation development theory on the basis of literature research,in face of the transformation of Qinhuangdao port status as the breakthrough point,using the method of literature research,investigation,and qualitative analysis method,analyzes the functions of the government in transformation in Qinhuangdao port problems and reasons of the loss.The countermeasures and Suggestions are put forward from three aspects.First,starting from the promotion of government’s public service function,we should adhere to the idea of "establishing port by city",standardize port management institutions and improve port governance system.Secondly,the government should play a leading role in port layout,optimize industrial structure,create diversified development environment for ports and promote green port construction.Thirdly,the new pattern of external development was implemented,and Qinhuangdao actively integrated into The Belt And Road.
