Research On Credit Evaluation Of Power Generation Enterprises And Power Sales Companies Under The Background Of New Electricity Reform

The basic energy industry of the power industry has always been in an irreplaceable position in China's economic development.But nowadays,for the development of the credit evaluation system of China's power industry,there are still many shortcomings in standardization and normativeness.The place makes the credit risk of the power industry unable to be discovered and avoided in the first place.Although the construction of the power credit system during the;"Twelfth Five-Year Plan" has achieved some results,there is still a gap compared with the requirements of relevant state departments.Since the new round of power reform,the biggest bright spot is to open the sales side and cultivate the electricity sales market and market players.The scale of China's power trading has further expanded,and the main body of the power market is moving towards a diversified competitive format.Power generation enterprises have always been an important subject in the market,and with the establishment of more and more power sales companies,market competition has become increasingly fierce.Improving and perfecting the credit system of the power industry is a necessary condition for building a moden market system.Based on the research on credit evaluation of electric power enterprises,this paper constructs a scientific and reasonable credit evaluation system based on the research on the theoretical basis of credit evaluation in electric power industry,combining the characteristics of electric power enterprises and learning from some existing achievements and experiences at home and abroad.Firstly,it analyzes the changes of the market players in the new round of electricity and the business relationship between them.It is proposed that the main subject of credit evaluation in this paper is the power trading institution,and the credit evaluation object is the power generation enterprise and the electricity sales company.Then it is to build the evaluation index system of power generation companies and power sales companies in the current power industry.Referring to China's existing evaluation index system,considering the problems existing in China's current rating indicators,according to the scientific,systematic,practical,comparable and qualitative guidance and quantitative analysis of the credit evaluation index system,screening and upgrading Relevant evaluation indicators have been constructed,and a set of applicable evaluation index systems has been constructed.After the establishment of the evaluation index system,we further established a credit evaluation model based on the interval number and entropy weight method.The whole evaluation model has both qualitative analysis and quantitative calculation.It has both subjective content and objective data,which makes the credit evaluation of power enterprises more scientific.According to the mathematical operation,the objective parameters of the evaluation index are obtained,thereby solving the problem that the index weight is obtained based on experience and thus subjectively arbitrarily,thereby greatly improving the persuasiveness of the index.Then,according to the credit evaluation value formula in the entropy weight method,the weighted sum of all the index evaluation values and the corresponding objective weights of the enterprise is obtained,and finally the comprehensive evaluation value of the power enterprise credit is obtained.According to the comprehensive value and grade,a series of rewards and punishments are also provided for different grades of enterprises.Power generation companies and power sales companies have high or low compliance risks.In order to enhance the enthusiasm of low-risk companies and encourage high-risk enterprises to improve their credit,it is necessary for power trading institutions to implement differentiated service plans for different credit companies.Finally,in the empirical aspect,through two actual cases,through the constructed evaluation system,the entropy method is used to obtain the credit ranking of a power generation enterprise and a power sales company in a certain city,and the credit rating of each enterprise is obtained.For the process of credit evaluation,we will link qualitative and quantitative,subjective and objective,and achieve the expectation,which can provide theoretical and practical reference for the credit evaluation of power companies.
