Research On Managing Coordination Degree Evaluation Of EPC Project In Hydropower Engineering

With the complexity of hydropower engineering and the internationalization of project management,the separation of design and construction is serious under the traditional contracting model,resulting in poor communication of organizational members,separation of management links,separation of management business and low management efficiency.The EPC model is a project management model in which the owner submits the design,procurement,construction and commissioning of the project to a general contractor.With the reorganization of hydropower engineering and market development,it has gradually become a trend to implement EPC model in hydropower engineering construction.But in terms of current research,there are still many problems such as project management is not coordinated.Under this background,it is of great theoretical and practical significance to study the coordination degree of EPC project management in hydropower engineering.From the perspective of general contractor,this paper takes EPC project in hydropower engineering as the research object,and studies the mechanism of project management coordination and the model of coordination degree evaluation.By introducing the idea of management coordination into the EPC project management in hydropower engineering,the complexity of EPC project management coordination in hydropower engineering was analyzed,the three-dimensional system and system model of project management were constructed,and the operation rules of the model were analyzed.On this basis,the coordination degree evaluation index system and coordination degree model were established to evaluate the coordination degree of EPC project management in hydropower engineering,and improving strategies of coordination degree are proposed.The main results are as follows:(1)Management coordination mechanism of EPC project in hydropower engineering is analyzed.The complexity of EPC project management coordination in hydropower engineering is analyzed from two aspects of internal and external environment.Based on Hall’s three-dimensional structure system,a three-dimensional coordination system of EPC project management in hydropower engineering is constructed from the organizational,process and business dimensions.Based on this,through the construction of EPC project management coordination system model in hydropower engineering,the structure division and hierarchical relationship between subsystems are analyzed,and the mechanism of EPC project management coordination in hydropower engineering is explored,which provides a basis for the establishment of EPC project management coordination evaluation model in hydropower engineering.(2)EPC project management coordination degree evaluation index system and coordination model in hydropower engineering are constructed.Based on the six subsystems of information coordination,organization coordination,proces s coordination,busines s coordination,resource coordination and institutional coordination,a management coordination degree evaluation index system with 12 order parameters and 38 second-level indicators is constructed,and improved hierarchical analysis method is used to determine the system.The weight of subsystems,order parameters and secondary indicators.On this basis,the EPC project management coordination degree model in hydropower engineering is constructed by calculating the order degree of subsystems and the order degree of order parameters in the evaluation index system.Through the system and the model,the coordination of the EPC project in hydropower engineering can be obtained,and the judgment of the coordination degree of the EPC project in hydropower engineering is supported(3)A case study was conducted with the EPC project of pumped storage power station in China.The project’s coordination data was obtained by issuing questionnaires.According to the constructed project management coordination degree evaluation index system and coordination model,the project management coordination is evaluated,and the information coordination,organization coordination and process of the station are obtained.Coordination,business coordination,resource coordination and system coordination subsystems are all within the range of[0.4,0.7],while the coordination degree in the design phase,procurement phase,and construction phase are less than 0.2,which is a low-level coordination,trial operation phase The degree of coordination is-0.0692,which is low degree of non-coordination.On this basis,the reasons for the low degree of coordination are analyzed,and the improving strategy of project management coordination degree are proposed.
