| In recent years,the market share of full-decorated housing has been gradually increasing by the support of government policies,and therefore,the full-decorated housing projects has been more and more popular.However,due to the late start,many real estate enterprises lack experience in fully decorated housing projects,and their management patterns are behind the times,resulting in a series of quality problems,such as poor quality,cost overruns and construction delays,which make it difficult to effectively control goals of cost,schedule and quality in the project management.Hence,in order to improve real estate enterprises’ integration management abilities,the article developes the earned value method and builds a performance evaluation model of full-decorated projects based on the earned value method.The research is as follows.Firstly,using the literature research method,the concepts and theories about integration management,earned value management,full-decorated housing and performance evaluation of project management are reviewed.Secondly,based on field research results,the article showes management conditions and problems of full-decorated housing projects.In order to solve those problems in the project management,the article studies the target integration management including the aspects of cost,schedule and quality in full-decorated housing projects,and analyzes the possibility and the limitation of applying the earned value method into target integration management,and introduces this mothod into integration quality control.Thirdly,the article studies the ability of the earned value method to quantify the quality,and this ability is the pre-condition that the quality earned value method can be used in full-decorated housing projects in real estate enterprises.In order to quantitatively measure the quality of full-decorated housing projects,the article builds a quality assessment indicator system using literature analysis method and expert interview method.After that,analytic hierarchy process and entropy weight method are combined to weight indicators in the system.Then,the article receives the practical quality and the quality earned value of full-decorated housing projects by fuzzy comprehensive evaluation method.Performance evaluation model of full-decorated housing projects is built throuth performance indicators processed by the earned value method.Finally,the earned value method is used in the practical project,and the result shows that it is effective and feasible for the quality earned value method to be applied in the targe integration management of cost,schedule and quality.Based on the reaseach,the results of the article are as follows: 1)the article proposes the quality earned value method applied in full-decorated housing projects,and develops the earned value indicator system;2)a quantitative method measuring practical quality of full-decorated housing projects is presented;3)the article also builds a performance evaluation system of integration management of full-decorated housing projects.Then in a practical case,based on the research result of performance evaluation,the article achieves joint monitoring,early warning and correction about full-decorated housing projects’ cost,schedule and quality from the perspective of project management,based on performance evaluation results.This can help real estate enterprises improve management abilities about full-decorated housing projects,and create more investment profits. |
