Study On The Spatial Pattern Of Rural Settlements In Poverty-stricken Areas Under The Policy Of Precise Poverty Alleviation

Rural settlements are the basic unit of China's social structure and urban development.Whether measured in terms of urban-rural relations,society or sustainable economic development,it should be worthy of attention in the past,present and future.Especially in the rural settlements in poverty-stricken areas,its development is directly related to the realization of the grand goal of building a well-off society in China in 2020,which needs to be further studied.Along with the existence of poverty,a series of poverty alleviation policies and measures will inevitably emerge.However,although there are many literatures on rural settlements in poverty-stricken areas,most of them are research from a single perspective,lacking accurate poverty alleviation policy systems and rural settlements.Interrelated research.Therefore,this paper attempts to analyze the relationship between the implementation of the precise poverty alleviation policy and the development of the village,and explore the development of policy on the settlement space.Throughout China's poverty alleviation process,the whole follows the "general well-off" after "solving food and clothing" first,and the logical clue of "precision breakthrough" in the "regional whole".Since the implementation of precision poverty alleviation,it has had a profound impact on rural development.As a material carrier of rural social activities,rural settlement space also faces new integration and reconstruction in terms of economy,society,space and mechanism.The article takes "macro-cognitionsubject research-positive research-optimization strategy" as the research path.Firstly,based on the necessity of rural settlement research,this paper analyzes the rural settlement space and policy and space.Secondly,it constructs the relationship between the precise poverty alleviation policy system and the rural settlement space,and passes the information on the poverty alleviation policy of Wansheng District in Chongqing.Combine and conduct field investigations on typical villages under different poverty alleviation models,empirically analyze the interaction between village space and policy,and try to summarize the types of spatial patterns.Finally,based on the subsequent healthy development of villages,propose planning countermeasures and solve them.In the post-poverty era,we will develop the problem of insufficient endogenous motivation to prevent returning to poverty.We also hope to provide experience for the development of rural settlements in other poverty-stricken areas under the preferential policies of poverty alleviation.The conclusions of this paper mainly include the following contents:(I)The poverty alleviation methods in the precise poverty alleviation policy system that affect the rural settlement space are mainly the ex situ relocation poverty alleviation,industrial poverty alleviation,human settlements improvement and poverty alleviation and ecological poverty alleviation.Through the improvement of the living conditions of rural settlements,the supporting guidance of infrastructure,the upgrading of industrial functions and the changes of natural landscape pattern,the production,living and ecological space of rural settlements are affected,which directly or indirectly affects the spatial selection of rural settlements.Features such as address,spatial function,spatial form,and spatial structure.(II)Different organization modes of poverty alleviation in poverty-stricken areas correspond to different settlement space modes one by one.Taking Wanshengjing Kai District as an example,the main poverty alleviation modes of Wanshengjing Kai District are ecotourism poverty alleviation,industry poverty alleviation,human settlements poverty alleviation and relocation poverty alleviation.The typical rural settlement space modes of Wanshengjing Kai District are as follows:(1)Under the easy relocation and poverty alleviation,the poverty-stricken rural settlements in Wansheng form a public space as the center,and the living space is concentrated around it.A small amount of industrial space is scattered in the living space,and the ecological space is mainly distributed in the periphery of the settlement.The overall formation of a spatial organization model in the spatial location close to the town or urban area with the public space as the center and the living space circle layer development;(2)Under the mode of poverty alleviation through tourism,the spatial types of Liangfeng Village are diversified,and the Production-Ecology and production-life complex space mainly distributes along the main roads,entrances and good landscape environment of the village,which are integrated with each other.Traditional residential space and ecological space are distributed in the outskirts of settlements,and affected by the terrain,the residential space shows the characteristics of "big scattering and small concentration",forming an overall pattern of spatial organization centered on production-life and production-ecological space,residential space and ecological space around the surrounding areas;the general natural villages and villages where village committees are located reflect a "traveloriented" pattern,respectively.Tourist activity space is the center,public service space and residential space(integration with industrial space)rely on its development of spatial organization mode and public management space,public service space is located at the entrance of the village,residential space relies on the spatial organization mode of tourism activity space development;(3)The spatial organization of Santai village under the poverty alleviation of human settlements obviously embodies the spatial characteristics of "multi-center + group" and the settlement scale at the entrance is relatively large and the layout is relatively centralized,showing a spatial organization mode centering on living space and centering on the development of residential space;the general spatial organization of natural villages embodies two modes.The other is that the public service space is located at the entrance of the village,which is restricted by the natural environment and terrain of the settlement.The village where the village committees are located reflects a kind of spatial organization pattern,which is arranged in the entrance area and residential space for public management space and public service space.Spatial Organization Model Around Its Development.(III)Based on the analysis of spatial characteristics and problems of rural settlements in Wanshengjing Kai District,Chongqing,and considering the healthy and orderly development of rural settlements in poverty-stricken areas in the post-poverty-alleviation era,this paper puts forward the precise poverty alleviation planning mechanism of villagers' autonomy,the rural governance mode of multi-governance,the reshaping of rural cultural charm,the promotion of traditional culture,the deep excavation of rural tourism resources and the implementation of empty space.The strategy of "industrial center + rural settlements" is to form the basic unit of production Village and to meet the diversified needs of farmers by combining different stages of development of land-changing relocation,relying on large-scale industrial bases to guide the relocation and merging of villages.
