Shipbuilding capacity is an important symbol of the country’s heavy industry capacity and comprehensive national strength;it is the symbol of a country’s industrialization level,and also one of the pillar industries of the national economy.Offshore conversion engineering is an important part of shipbuilding industry.It is pointed out in the ‘13th five-year plan’ for offshore science and technology innovation that offshore equipment engineering should be implemented and offshore technology innovation system with enterprises as the main body should be built.Aframax oil tanker conversion to FSO(Floating Storage and Off-take)project is currently the main domestic shipyards to undertake a relatively large number of offshore conversion projects.The research on the cost control of such projects is conducive to improving the company’s cost control level and enhancing the competitiveness of enterprises.First,by consulting literature and combing theories about the project of cost control,study the current situation of domestic shipyard in shipbuilding,conversion,repairing,combining the cost analysis of Aframax oil tanker conversion to FSO –“BLACK SEA” in Shanhaiguan shipbuilding industry Co.,LTD.,Then point out the deficiency in the cost control of primary stage such as design,material purchasing,production and settlement.Second,according to the main period of the Aframax oil tanker conversion to FSO project,combining the characteristics and current problems of Shanhaiguan shipbuilding industry Co.,LTD.production,establishing the overall frame structure design and the main content of the project cost control,combining the target cost method with the whole process of project management theory,by influencing the technology department,material cost decomposition department,production department to make cost index,so as to realize the target of the project of cost control of the Aframax oil tanker conversion to FSO project.During design stage should optimize design procedure,detail the order specification and optimize the construction procedure;The material purchasing stage should strengthen the supplier management,establish the purchasing early warning mechanism,strengthen the procurement performance management;The ship conversion stage should urge the various production links to strengthen the information exchange,encourage all of the production personnel to participate in the cost control together,establish the strict and clear cost control responsibility mechanism.Finally,in view of Aframax oil tanker conversion to FSO project,the implementation of the project to improve the specific operation method and guarantee measures has been put forward.By setting up the concept of "big project team" and detailing the full responsibility,pay attention to the design of ship conversion process,the use of purchasing target cost control method,the application of advanced warehouse management concept,clear production target cost,to ensure the implementation of the cost control project.Through the study on the improvement of the cost control of Aframax oil tanker conversion to FSO project,providing a more scientific management method for the improvement of the refit project management of Shanhaiguan shipbuilding heavy industry Co.,LTD.It is a new exploration for Shanhaiguan shipbuilding heavy industry Co.,LTD.to improve the ship conversion management level and get rid of the current predicament.
