Evaluation Of Urban Human Settlement Environment Construction In The Reservoir Area In The Post-three Gorges Period

This paper is a part of a series of studies on the evaluation of the planning and construction of urban human settlements environment in the reservoir area in the post-Three Gorges period.From the first stage of the Three Gorges Project in 1994 to the third stage in 2009,great changes have taken place in urban urbanization,urban construction,ecological environment,people’s livelihood,cultural tourism and residential construction in the reservoir area,and great achievements have been made.The post-Three Gorges period in this paper refers to the period when the cities in the reservoir area should deal with the new problems in the development of society,economy,ecology,culture,engineering technology and so on in the human settlements environment after the completion of the Three Gorges Project,and solve the problems left over by history.It is a specific period after the completion of the migration of the Three Gorges Project^[1].Starting from the overall change of the human settlements environment in the reservoir area since the post-Three Gorges period,this study investigates and comments on the overall development of Badong and Zigui cities in the reservoir area,including urbanization,resettlement,urban construction,people’s livelihood,ecological environment,engineering safety,municipal facilities construction,public service facilities construction,tourism culture and heritage protection,and studies their human settlements in the reservoir area.In order to prove the special significance of selecting cases of Badong and Zigui,the common characteristics and typical problems in the construction of environment are discussed.Guided by academician Wu Liangfu’s theory of human settlements environment science,this paper establishes an evaluation system of urban human settlements environment planning and construction in the post-Three Gorges reservoir area by using multi-disciplinary knowledge such as urban planning,architecture,geography,ecology,history,economics and sociology.It combines theoretical and practical analysis to analyze the living environment and ecological environment of Badong and Zigui.The achievements and problems of social harmony,public security and economic development^[3]are compared.Three strategies from five perspectives are put forward by comparing the evaluation indicators of the two cities.The article is divided into seven chapters:Chapter 1:Introduction.This chapter introduces the origin and background of this topic,summarizes the basic concepts and related theoretical research,and on this basis,analyses the purpose and significance of the research,and puts forward the research methods and main framework.Chapter 2:Investigation and Study on planning and construction of human settlements environment in Badong city in the post Three Gorges period.The general situation of Badong,urbanization,resettlement,urban construction,people’s livelihood,ecological environment,engineering safety,construction of municipal facilities,construction of public service facilities,tourism culture and heritage protection were surveyed and commented.Chapter 3:Investigation and Research on the planning and construction of human settlements environment in Zigui city in the post Three Gorges period.The general situation of Zigui,urbanization,resettlement of migrants,urban construction,people’s livelihood,ecological environment,engineering safety,municipal facilities,public service facilities,tourism culture and heritage protection were investigated and commented.Chapter4:Establishment of evaluation system for planning and construction of urban human settlements environment in the reservoir area during the post-Three Gorges period.Starting from the characteristics and problems of the urban human settlements environment in the post-Three Gorges period,the evaluation model system is constructed based on the principle of selecting evaluation indexes,and the weight distribution and scoring criteria of each evaluation index are calculated.Chapter 5:Evaluation of planning and construction of human settlements environment in Badong and Zigui cities.Aiming at the typical problems of Badong and Zigui,this paper conducts evaluation research and analysis respectively,and ranks the importance of the evaluation index of human settlements environment planning and construction.Chapter 6:The optimization strategies and Countermeasures of human settlements construction in Badong and Zigui.This paper puts forward some ideas and measures for the construction of urban human settlements environment in the reservoir area during the post-Three Gorges period.Chapter 7:Summary.This paper summarizes the research conclusion,innovation and insufficiency of the paper.
