Research On Fiscal Subsidy Effect Of New Energy Vehicle In Yunnan Province

With the sustained development of global economy and the relative scarcity of petroleum resources,all countries in the world advocate the development of new energy industry in order to find a new way of development.Based on the experience of international industrial optimization and upgrading,the 17 th National Congress of the Communist Party of China has put forward the strategic goal of speeding up the transformation of the mode of economic development.This is because the transformation of China's economic development mode and the development of new energy industry have the common advantages of saving resources,protecting the environment,improving energy utilization,and promoting the construction of ecological civilization.The importance of the development of new energy industry is self-evident.The rapid development of automobile industry has aggravated oil consumption and air pollution.Since the 21 st century,the energy structure and power technology of automobile have gradually changed to diversification.In the early 1990 s,China initially formulated and implemented the new energy vehicle plan,which not only needs to seize the opportunity to adjust the industrial structure,but also needs to take a long-term view and make corresponding strategic choices.Since the decision to develop the new energy automobile industry,in order to implement the strategy of supporting the new energy automobile industry,China has issued relevant policies many times.Driven by the government's "visible hand",China's new energy industry has made a smooth and rapid transition from the initial weak to the initial scale at this stage.As the industrialization of new energy vehicles has reached a certain level,coupled with the occurrence of malignant incidents such as "fraud" and so on,the state has decided to change the fiscal subsidy policy and implement the subsidy regression.Although the subsidy policy at the national level began to decline,the new energy automobile industry in Yunnan Province has ushered in new development opportunities because of the support and subsidies of the government.The new energy automobile industry in Yunnan Province has gradually become large-scale and market-oriented,which not only benefits from the support from the national level,but also because the Yunnan provincial government has created a better development environment and implemented a strong support policy.However,due to the late development of new energy automobile industry,insufficient financial subsidies,backward core technology of new energy automobile,lagging behind the construction of new energy automobile supporting facilities,the promotion process of new energy automobile in Yunnan Province is slow,and the deficiencies are obvious compared with the development level of new energy automobile industry in advanced cities in China.Under the international background of developing the new energy automobile industry at home and abroad,this paper analyses the actual effect of promoting the new energy automobile industry,points out the practical problems encountered in the process of popularizing and applying the new energy automobile industry in Yunnan Province,combines the current development situation of the new energy automobile industry in Yunnan Province,and the reasons that restrict the effect of the financial subsidy policy.At the same time,we use empirical analysis to verify the role of new energy automobile support policy in enterprise technology research and development and business performance.According to the prominent problems and obstacles in promoting the development of new energy industry in Yunnan Province,and combined with the practical and feasible advanced policies abroad,we put forward some policy suggestions to promote the development of new energy industry,such as stabilizing financial subsidy policy,giving full play to Yunnan Province's regional advantages.
