With the opening of China-Europe railway line and the implementation of "The Belt And Road" strategy,railway transportation has become a striking "going global ID" of China.Railway volume is no longer the only factor that railway development pays attention to,and more and more customers pay attention to railway transportation service quality.As important hub and node of multi-modal container transportation system,the operation efficiency and service level of railway container terminal directly affect the customer satisfaction and efficiency of the whole container transportation.In the background of fierce market competition and the increasing demand for container transportation,the railway container terminal managers should not only focus on the efficiency of loading and unloading,but also the fairness which can reduce the waiting time of each task,so as to reduce the whole transportation time and improve customer satisfaction.Different from the previous research on the specific operation link or the single flow direction of the container,and the research on the shortest completion time or the lowest cost of all loading and unloading tasks in the rail central terminal,in this paper,four different handling technology caused by different destination of unloading containers are comprehensively considered.The handling equipment such as gantry crane,container truck and reach stacker are taken as the research object.Considering the competitive factors between different loading-unloading tasks at the railway container terminal and innovatively considering the balance and fairness of the loading and unloading time of each task,a method of game theory is used to study the handling resources scheduling and the sequence of operation.A non-cooperative game model aimed at minimum completion time of loading-unloading tasks is established and a genetic algorithm is designed based on the model.By solving a typical example of the problem,the obtained equilibrium solution is compared with the static optimal solution,and the difference between the work plan considering the competition factor and the optimal operation plan is analyzed.The results show that this method fully considers the fairness of the competition among the loading-unloading tasks under the condition of less influence on the optimal solution,and provides scientific basis for the terminal to determine a more reasonable loading-unloading operation sequence and resource scheduling.
