| Under the calling of Jiangsu Provincial Government to carry out the River Chief System for river and lake ecological environment control,Xuzhou has gradually established the River Chief System.As a new management system,the River Chief System has not enough depth and breadth of theoretical research,and there are still some unreasonable links in practice.Therefore,there are still many places worthy of study and Analysis on how to make t the River Chief System into a growth efficiency management system.Based on the experience of the River Chief System in Xuzhou province in the past ten years,the River Chief System with regional characteristics has been established.From 2013 to 2019,good water control results have been achieved in a short period of time.However,there were still many problems in the process of implementing the system.Based on this,the author hoped to put forward improvement measures by analyzing the current situation and existing problems of the River Chief System in Xuzhou.The situation of rivers and lakes water control in Xuzhou was very complicated.In the past ten years of learning and implementing the "river length system",the work of the River Chief System in Xuzhou has been achieved extraordinary results.Xuzhou City has clearly defined the responsibilities of the River Chief System Office,and has integrated all member departments of the River Chief System effectively with perfect coordination and joint mechanism,so as to achieve the overall division of functions and realize the integration mode of river basin and regional governance;the River Chief System Office has focused on "water pollution prevention,water security,water resources protection,water project management,water environment management,water culture construction,water ecological restoration",The eight tasks of "water system innovation" have achieved good results in water management.However,through the analysis of the current situation of the work,it also reflected that the organizational system of the River Chief System in Xuzhou is facing difficulties such as the limitation of personnel capacity,the contradiction of diversification of personnel roles and the lack of professionals.There are some problems in the division of work tasks and functions,such as the unclear definition of the management scope of different departments,the insufficient smooth division of functions and tasks,and the lack of specific coordination mechanism of the River Chief System.Insufficient,imperfect assessment methods,lack of public supervision and poor awareness of the ecological environment of the masses will restrict the positive role of the River Chief System,affecting the comprehensive management of water environment and the construction of a good ecological environment of rivers and lakes.Based on the analysis of the current situation of the River Chief System in Xuzhou City,the author summarized the successful experience of the river-lake management at home and abroad,took the overall management as the theoretical basis,and put forward the reform direction of put in Xuzhou City from three aspects:the organizational system,the division of tasks and functions,and the mode of work,mainly including strengthening the cultivation of the related business of put.Training to raise public awareness;rational selection and allocation of River Chief professionals to improve professional standards;optimizing the organizational structure of River Chief work to improve work efficiency;speeding up the legislative work of local ecological environment protection laws and regulations,strengthening water-related law enforcement;adopting organizational theory to further improve the division of functions and tasks of River Chief work in Xuzhou;forming a diversified investment mechanism;and setting up a diversified governance goal;To improve the level of decision-making;to increase the participation of social groups and public forces;to achieve long-term governance of Xuzhou's rivers and lakes. |
