Research On The River-chief System From The Perspective Of Green Governance

In 2008,the river-chief system was explored and founded by the governance of Taihu Basin in Wuxi,Jiangsu Province.This home-grown water governance system subsequently became a model for many other places,and was successively put into effect in Beijing-Tianjin-Hebei region where suffered severe environmental problems.The system has been maintained the strong vitality for a decade,and as China fully published guidelines and regulations,the local experience of the river-chief system upgraded as a national policy.Early as a single administrative river-chief system,the system now develops into a complex that combines the administrative river-chief system and the civil river-chief system.Therefore,the content of the system expanded a little bit,compared with the content implemented by the recent government.Through case study and comparative study,the paper defines the river-chief system implemented by the government as the administrative river-chief system,while the river-chief system organized by the market and social system is defined as the civil river chief system.The "two systems "supplement each other and together make up the current system.The paper makes a profound analysis of the practice,characteristics and causes of the "two systems",and highly appreciates the trans-regional and trans-department water governance function and effect of the administrative river-chief system as well as the active role of the civil river-chief system in encouraging the mass to govern the water.The paper also sets forth the head-scratch problems of both systems respectively.According to the systematic analysis of the "two system",the river-chief system is in line with green governance,a new governing model,and acts as a typical pattern of improving water environment.From the perspective of green governance,the river-chief system is characterized by non-pollution,pluralism,well-organized system,openness and democracy,but it faces the problem that the "two system" have developed imbalanced.Based on the content and characteristics of the river-chief system from the perspective of green governance,the paper puts an emphasis on the optimized path of the system's communication,coordination,supervision,evaluation,training and motivation mechanism in a relatively broad sense,reveals the application value for the optimization of the river-chief system in Beijing-Tianjin-Hebei region,and expounds the optimized path of the river-chief system in Beijing-Tianjin-Hebei region so as to achieve good governance of the water environment here.
