With the rapid development of general aviation in China, local governments have responded to the national call to build new general airports,so as to promote the nationwide construction of general airports.Local governments also issued relevant policies to promote the development of the region’s general aviation.By 2020,there will be 500 general airports in China, which will form a network on the map of China,so that the functions of general airports will be developed from local applications to nationwide applications. In this way,the functions of general airports will be developed from points to surfaces and the functions of general airports will be given greater play.Based on the consideration of the great development opportunity of the construction of the general airport in China and the feasibility of the construction of the FBO of the general airport, this paper adopts the establishment of a double-layer decision-making model, and selects the advantages of the construction of the FBO of the general airport according to the research and analysis of a case data.Through the prediction and analysis of the general aviation business volume, the general aviation business volume will have a huge development with potential market value, and its construction of FBO has a market prospect, which shows the necessity of building FBO in the general airport.Different from the traditional FBO concept, the maintenance center and flight service station are added to extend their existing function settings. This paper discusses the FBO operation mode and puts forward the FBO operation mode of China’s general airport. In order to provide research reference for the construction of FBO in general airport,in order to play an important role in personalized aviation flight.
