Research On Public Service Facilities Planning In The Central District Of Mingshui County

Public service facilities are carriers of basic public services,which are built on the basis of certain social consensus to achieve specific public interest,in order to maintain national and regional economic and social stability and basic social justice,protect personal rights of subsistence and development.Promoting the development of public service facilities supply is the important aspects and technical support to promote urban and rural development from the perspective of spatial planning and construction,narrow the gap between urban and rural areas as well as regional disparities and uneven development.Therefore,public services supply is of great significance to improve the level of social development and the living conditions.In this thesis,approaches of public service facilities plan configuration are studied through analyzing the concept of supply and the investigation of public services in the central district of Mingshui County.In the thesis,the basic content of public service facilities is summarized and the classification,configuration,layout of public service facilities are studied with references to relevant national norms and standards.Supporting mechanism for the supply of public services and facilities is analyzed,mainly from the public service facilities property and the main mode of public service facilities supply.In addition,the connotation of public service facilities supply is elaborated,which includes the content and evolution of public service facilities,policies and implementation.Furthermore,the present construction and layout of administration,education,health,culture,sports,business and finance facilities are investigated in the central district of Mingshui County.The lack of public facilities supply is found by comparing the current situation with the national standards,and the development tendency is learned by analyzed the demand of residents.Finally,the configuration system of public service facilities supply is proposed according to the status quo and problems of the construction and people’s desire.Various public service facilities including layout,land use and public building design countermeasures are put forward.Public service facilities planning and management strategies are proposed from the aspect of planning and implementation of safeguard mechanism and operation,which are government-led,highlighting the public welfare and social welfare and establishing a feedback mechanism to guide future development.
