Research On The Strategy Of Rural Community Revitalization From The Perspective Of Polvcentric Governance Theory

In 2017,the report of the 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization,which has raised the rural construction to an unprecedented level.What kind of villages to build and how to build them have become hot topics in the national,social and academic circles.Rural community revitalization,as a way of rural construction,originated in Japan in the 1960s,has played an impor tant role in the rural construction in Japan and Taiwan,and many classic cases have become the object of the vast rural areas to learn and emulate.Polycentric Governance Theory originated from western society,which was to solve the governance problem of public affairs.Vincent Ostrom,a famous American political economist,believes that the governance of public affairs should establish a"poly center"governance model of"government-market-society".Through equal participation,competition and coordination,and complementary cooperation among the government,the market,social organizations and individuals,we can effectively overcome the loss caused by the"single center" governance of the government or market.This paper combs the connotation of rural community revitalization and Polycentric Governance Theory,and analyzes the applicability of Polycentric Governance Theory in rural community revitalization.On this basis,this paper defines the multi center and principle in the revitalization of rural communities.This paper holds that the government departments,villagers' organizations,social groups,designers and external enterprises are the five centers in the revitalization of rural communities,and autonomy,systematization and sustainability are the principles of the revitalization of rural communities from the perspective of multi center governance theory.Based on this,this paper constructs the path of five centers to participation in rural community revitalization.In addition,This paper takes five dimensions of community revitalization—people,culture,localism,industry,scenery—as the framework,and makes an empirical study of rural community revitalization strategy based on the case of Fangcun in Zhejiang Province.First of all,the current conditions of Fangcun are evaluated in five dimensions to clarify its development basis and existing shortcomings.Then,based on the existing problems,this paper puts forward specific construction strategies in five dimensions for Fangcun community,and combs the poly center participation path in the revitalization work.
