In recent years,there are many ports in the eastern waters of Bohai Bay,and the continuous shuttle of ships between ports has caused the intersection and convergence of air routes,which makes the traffic flow in the eastern waters of Bohai Bay more complicated.The continuous development of ports such as Tianjin,Caofeidian,Huanghua,Binzhou and Dongying has continuously upgraded the flow,scale and tonnage of navigable ships in the eastern waters of Bohai Bay,increasing the potential risk of water traffic accidents.At the same time,there are many oilfields in the eastern waters of Bohai Bay,some of which are close to customary routes,and once they collide,they will bring great harm to life and property and environmental protection.The ship's routing aims to improve the navigation safety of confluence areas and areas with high trafflc density through measures such as the traffic separation system,two-way routes and recommended routes.Furthermore,the ship's routing is also applied to enhance the navigation safety of areas where the free movement of ships is restrained or has navigation obstacles,the water depth is limited,or weather conditions are appalling due to limited waters.Mainly for the traffic status of the eastern Bohai bay,this paper studies the ship's routing and its rationality on the eastern Bohai bay,in order to provide reference for improving the traffic safety on the eastern Bohai bay.Based on the systematic understanding of the natural environment,navigation environment and navigation safety of the eastern waters of Bohai Bay,this paper makes a systematic investigation and analysis on the traffic flow patterns such as traffic flow track distribution,traffic volume distribution,ship type distribution and ship scale distribut:ion in the waters,and grasps the current situation of traffic environment in the eastern waters of Bohai Bay.Under the guidance of General provision ship's routing-IMO,this paper makes an in-depth study on the ship's routing form and planning scheme of the eastern waters of Bohai Bay,drawing on the successful experience of similar waters ship's routing system adopted by IMO.Referring to the evaluation research of ship's routing in similar waters and combining the characteristics of navigation environment in the eastern Bohai bay,this paper establishes a comprehensive evaluation index system of the effectiveness of ship's routing on the eastern Bohai bay from 4 aspects of consistency,rationality,normalization and safety.According to relevant theories,an evaluation model of extension theory is constructed based on improved analytic hierarchy process(AHP).The model is used to comprehensively evaluate the planning scheme of the ship's routing on the eastern waters of Bohai bay.The evaluation results verify the effectiveness and scientificity of the planning scheme and also proves that the evaluation model can be applied well to the evaluation of ship's routing,and can provide theoretical basis for the follow-up research work of other scholars and related staff.
