In recent years,with the continuous development of Dongying port and surrounding ports,the flow,scale and tonnage of vessels in the nearby waters of Dongying port have been increasing.Also,with the influence of platforms in the nearby waters of Dongying port,the navigation routes of vessels passing through the waters are complex and changeable,resulting in extremely complicated traffic flows and high risk of vessel navigation.Therefore,corresponding planning scheme for the waters is planned,and the planning scheme is comprehensively evaluated by an evaluation model.In order to plan the scheme in the nearby waters of Dongying port and comprehensively evaluate the planning scheme,this paper comprehensively analyzes the current status of the traffic environment and the characteristics of traffic flow in the nearby waters of Dongying port,including traffic flow intersections,key route nodes,and vessel traffic quantity,ship scale and vessel type,etc.Combined with General provision ship's routing-IMO and the planning of scheme in similar waters,4 traffic separation schemes,7 two-way routes and 2 recommended routes are planned.Analyze the factors that affect the effectiveness of planning scheme from the four aspects of consistency,safety,navigation environment and natural environment.A comprehensive evaluation index system is constructed based on the principles of scientificity,comprehensiveness,pertinence and quantification.Using the improved analytic hierarchy process(AHP)to determine the weight value of the comprehensive evaluation index system,and a combination of qualitative and quantitative analysis is applied to the planning scheme through an extension matter element theory model.The effectiveness of each plan is comprehensively evaluated,and the results show that the effectiveness of each plan tends to level“I”,which is very effective.This paper provides plans for scheme in the nearby waters of Dongying port based on a comprehensive analysis of the current traffic environment and traffic flow characteristics.The evaluation results verify the effectiveness of the planning scheme.The result of this paper has a guiding role in safety navigation of vessel and provides reference for maritime traffic management.
