In recent years,problems such as energy shortage and environmental pollution have become prominent.Compared with other renewable energy sources,geothermal has unique advantages,such as geographical,economic,and technological,which has gradually attracted the attention of the Chinese government and received strong support by policies.In order to enable the development and utilization of geothermal resources in China to enter a healthy and orderly development track,in recent years,China 's government from central to local has issued and revised a series of geothermal policies,regulations and technical specifications,and the number of industrial policies has been increasing.In particular,after the “Thirteenth Five-Year Plan” for geothermal energy was promulgated in 2017,the number of industrial policies has increased significantly.Based on the two-dimensional analysis framework constructed by Howlett and Ramesh's policy tool theory and value chain theory,this article uses content analysis methods to analyze the characteristics of China's geothermal industrial policy.The policy tool dimension focuses on the degree of government intervention.Based on the degree of direct government intervention,the policy tools are divided into compulsory tools(including direct provision,public enterprises,regulation),and mixed tools(including tax and user charges,auction of property rights,subsidies,information and exhortation),voluntary tools(including private markets,voluntary organizations,families and communities).The value chain dimension focuses on the specific industrial activities in which the government intervenes and is divided into mining and application links.The study found that the use of geothermal policy tools presents that the role of regulation is dominant,and the strength of other policy tools is weak.In the links of the value chain,the selection and use of specific policy tools presents problems of overflow and lack.This paper also uses the panel data of 31 provinces in China from 2010 to 2017 to build a fixed-effect model to evaluate the effect of different geothermal policy tools and other factors.The study shows that subsidies and auction of property rights have a positive impact on the development of the geothermal industry.Regulation,taxes and user charges and private markets have a negative impact on the development of the geothermal industry.Information and exhortation have no relevance to the development of the geothermal industry.Based on the above research results,this article puts forward the following suggestions: Simplify the approval process of mineral resources;integrate mining rights;establish a geothermal management department under the National Energy Administration;combined incentive policies with mandatory standards to improve and encourage enterprises to develop new technologies;set enterprise auction conditions for enterprises,punish enterprises for which auction contracts cannot be completed;incorporate geothermal energy into the renewable energy development fund;give large-scale preferential interest rates for the initial financing of geothermal enterprises;increase knowledge promotion on environmental protection and economics of geothermal use to improve consumer awareness;increase the price concessions to promote the purchase and use of geothermal products by consumers;encourage enterprises to establish geothermal investment funds.
