Text Analysis And Satisfaction Evaluation Of Prefabricated Construction Policy

The perfection of prefabricated construction policy system is conducive to promoting the maturity of the prefabricated construction industry and promoting enterprises' production and business activities in an orderly manner in the whole industrial chain.The improper implementation of the policy system or the weak implementation of the policy would hinder the re-establishment of the prefabricated construction industry.In order to carry out policy analysis and research more scientifically,and to evaluate whether the existing fabricated construction policy system is complete or not and to evaluate the effectiveness of policy implementation,taking Chongqing as an example,this research adopts the "policy quantitative analysis—policy satisfaction evaluation—policy optimization strategy" as its technical route,a three-dimensional analysis framework is built based on policy tools,namely,the policy tools dimension,the prefabricated construction agents dimension as well as the industrial value chain dimension.With the aid of it,using the content analysis method and the quantitative analysis method,this paper conducts a research on existing Central Government policy texts and Chongqing's policy texts in prefabricated construction industry,then the characteristics of policy supply are investigated from the dimension of policy type and policy intensity.Based on the study of policy texts,the evaluation scale is designed.Taking Chongqing as an example,the questionnaire and expert interviews are conducted to make a survey on the enterprises involved in the Chongqing Construction Industry Modernization Union and Chongqing Prefabricated Construction Chamber of Commerce,to evaluate the policy implementation satisfaction.The major research findings are as follows:(1)Policy tools of environmental-type and supply-type are too much,some policy tools are missing.(2)For enterprises in this whole industrial chain,the policies given by the government are focused on the supply-type;Then the policies for research institutes are emerging in the research and development of new technologies and the cooperation between enterprises and schools which belong to supply-type policy,yet the environmental-type and demand-type policies are almost zero.(3)The policy formulation is relatively balanced in the three phases of basic research,technological development and personnel training,industrialization and commercialization.However,it is not well established in the basic research stage.(4)Features of policy supply are as follows: small quantity,single type of text,poor standardization,low degree of coordination and few related departments.(5)Chongqing's prefabricated construction policies implementation satisfaction is evaluated.The results are in the middle level on the whole.Then this paper uses the average satisfaction evaluation as the dependent variable,analyzing of variance respectively,including the type,property,and sector factor of firms in this whole industrial chain.The results show that among different types,property rights and sectors,there are significant differences in prefabricated construction policy satisfaction.In conclusion,in view of the shortcomings and practical problems of relevant policies in Chongqing,which are reflected in the policy texts analysis and policy satisfaction assessment,corresponding policy optimization strategies are proposed.
