With the rapid development of economy,energy consumption and environmental pollution are becoming more and more serious,energy conservation has become a major issue in the world.China is rich in natural resources but inefficient in energy use.In 2010,China surpassed the United States to become the world's largest energy consumer,which puts forward new requirements for Chinese sustainable development.At present,our province building energy conservation domain development strategic goal transforms from the increment market to the stock market,the existing building energy conservation transformation is bound to become the future work key point.The existing public building has its particularity because of the difference of using function,and there will be various risks in the process of energy-saving reconstruction.Based on the risk analysis and control of the existing public building energy-saving reconstruction project in the feasibility study stage,this paper studies the risk factors of the existing public building energy-saving reconstruction in Henan Province according to the risk management process.Firstly,this paper analyzed the risk mechanism of the existing public building energy-saving reconstruction project,and identified the risk factors of the existing public building energy-saving reconstruction in Henan province by the method of Case Analysis and Literature Review.Through questionnaire survey and in-depth interview with experts,the mutual influence of various risk factors is determined,and the risk index system of energy-saving reconstruction of existing public buildings in Henan province is constructed.Secondly,the hierarchical structure division and transmission mechanism of risk factors were studied by using the ISM and MICMAC,and risk factors were classified into source risk,process risk and final risk.The generation and transmission mechanism of risk factors were revealed,and the driving force and dependency analysis were conducted.Finally,according to different levels of risk factors,combined with the actual situation of energy conservation renovation ofexisting public buildings in Henan province,specific risk control Suggestions are put forward from the perspective of sponsors(government,owners)and relevant participating units.The relevant research results of this paper not only clarify the logical structure relationship between the risk factors of energy conservation renovation of existing public buildings in Henan province,but also provide a basis and Suggestions for the risk avoidance of existing public building energy conservation renovation projects in Henan province.In addition,it is helpful to improve the risk management ability of project participants and promote the development of energy conservation renovation projects of existing public buildings in Henan province.
