The world energy conservation, faced by mankind, is an urgent major key issue related tohuman survival and sustainable development. In2008,"Energy Conservation Law of thePeople’s Republic of China" came into effect, which defined three energy-saving areas,i.e.building energy efficiency, industrial energy efficiency, Up to now, China’s existing buildingarea has more than45billion m~2, of which99%are high energy-consumption buildings.It isno exaggeration to say that the energy-saving renovation of the existing buildings is directlyrelated to building energy efficiency’s overall success in china. China’s "the12th Five-yearPlan" contains provides a clear criteria and instruction for the energy-saving renovation of theexisting buildings to. In view of the past huge investment failures of the government-ledimplementation, the Energy Management Contract (referred to as EMC) model can be appliedto the energy-saving renovation of the existing buildings, but its main investor institution, theEnergy Service Company(referred to as ESCO) are faced with many risks. Therefore, how toidentify, evaluate and manage risks is a very worthwhile study.This article aims to research on the risks entailed in the energy-saving renovation ofexisting buildings in the EMC mode. In accordance with the process of risk identification, riskassessment and risk management, following the main line of risk assessment, using theAnalytic Hierarchy Process and fuzzy comprehensive evaluation method to assess the risks inthe EMC mode, and to conduct a comprehensive fuzzy evaluation system. Then on this basis,it is proposed that investment risks of the EMC projects is to be evaluated by means of fuzzymathematics, set-valued statistics and engineering economics, hence forming a completeevaluation system and method of the EMC projects.In addition, this article studied the operational characteristics of the energy servicecompany business, and the operational mode and framework of EMC in the energy-savingrenovation of the existing buildings. Finally, some suggestions are provided in the aspect ofenergy service companies and government policy support for the development ofenergy-saving renovation of the existing buildings.
