With the continuous progress of human society and the rapid development of the economic level,the problem of water resources shortage and water environment deterioration is increasingly prominent.The joint optimal allocation of regional water quality and quantity is one of the key measures to solve the shortage of regional water resources and the deterioration of water environment.However,there is a general uncertainty in the allocation of water resources.How to consider the impact of uncertainty on the joint optimal allocation of water quality and water quantity in the process of joint optimal allocation of regional water quality and water quantity is one of the problems in the practice of joint optimal allocation of water quality and water quantity.In this paper,the combined optimal allocation of regional water quality and quantity under the uncertainty of supply and demand is systematically studied.The main work and results are as follows:(1)Analysising the uncertainty in the process of joint optimal allocation of regional water quality and quantity,and proposeing a quantitative method for the uncertainty of water demand and pollutant carrying capacity of water functional areas.Combined with the research content of regional water quality and quantity joint optimal allocation,the uncertainty and its influencing factors in the process of regional water quality and quantity joint optimal allocation are analyzed.According to the characteristics of the study on the joint optimal allocation of regional water quality and quantity,it is clear that the uncertainty of water demand and pollutant carrying capacity of water functional areas should be considered in the allocation process.According to the 95% confidence interval of random number,a quantification method of water demand uncertainty is proposed.Based on the blind number theory,a method for quantifying the uncertainty of water function zone pollution carrying capacity is proposed.(2)Regional water quality and quantity joint optimal allocation interval planning model considering supply and demand uncertaintyOn the basis of clarifying the uncertainty of the water demand and the capacity of the water functional area and the benefit composition and quantification method of the regional water quality and water quantity joint optimal allocation,the expression form of the uncertainty is clarified.According to the interval planning theory,the regional water quality and water quantity joint optimal allocation model considering the uncertainty of supply and demand is constructed.Based on the two-step interactive algorithm in interval planning and the values of water demand and pollution absorption,the upper and lower limit sub-model for the joint optimal allocation of regional water quality and water quantity considering the uncertainty of supply and demand is constructed.(3)Example applicationTaking Zhengzhou city as an example,using the deterministic optimal allocation of regional water joint model and considering the water requirement and uncertain,optimal allocation of regional water joint model study of Zhengzhou city level years of 2025 and 2030,the water demand is illustrated by analyzing the results of research and the existence of uncertain pollutant carrying capacity of water function for optimal allocation of regional water joint should be first,and give the water requirement and uncertainty,the pollutant carrying capacity of Zhengzhou water quantity allocation scheme.
