With the socio-economic development and the advances in engineering technical, the large-scale, long-distance inter-basin water transfer become a main way to re-allocate the water resource and alleviate water shortage in some region. In our country, represented by the South-North Water Diversion Project, a group of inter-basin water transfer projects have promoted the coordinated development of socio-economic, resources and environment. Inter-basin water transfer is the double transfer in space and time of water resources and water environmental capacity, the potential impact on the environment was very broad, especially to water environment. The study on the water environmental impacts of inter-basin water transfer has an important significance for engineering construction, and it is advantageous to achieve the sustainable development.There are many factors involving water environmental impacts of the water engineering, this paper took the analysis on water quantity and quality as a starting point to study the water environmental impacts of water transfer in the relevant basins. Firstly the changes of water quantity and quality were analyzed by the measured data, then using one-dimensional model for water quality simulation and the water environmental capacity calculation. Finally, the water environmental impact assessment of water transfer accomplished and put forward some relevant protective measures. The main results obtained in this study are as follows:(1) Based on the analysis of the water quantity transfer, the study of the base flow of river ecosystem show that water transfer can effectively improve the water depletion downstream Fen River, and at the same time has a positive effect for the flood control and water resource development in Qin River.(2) Through the water quality simulation and analysis of monitoring data in engineering areas, confirmed the water quality of water source and conveyance line can meet the demands, the COD and NH3-N concentrations in the downstream areas of Fen River will have a reduction of 30.5% and 31.88% respectively after the water transfer, and the Yinqinrufen water transfer will complement the flow and improve the water quality of Fen River at the same time.(3) The COD and NH3-N environmental capacity in the downstream areas of Fen River will have an increase of 33.6% and 30.6% respectively after the water transfer, but some reaches of the river still can't achieve the water quality requirement of the water function zone due to the pollutant discharge. It's necessary to control the water pollution in the water transfer.(4) Based on the water environmental impact assessment of construction period and operation period of water transfer project, water quantity and quality adjustment can be ensured; project construction and operation of the downstream ecology and water have little effect; the water transfer project play an important role in the restoration of water environment in Fen River.
