Due to the continuous advancement of China's urbanization process and rapid economic development, travelers' of urban traffic needs tend to diversify and increase. The introduction of shared cars is of great significance to residents' travel choice behaviors, and its standardized development is also a current hot issue. This dissertation studies the behavior of the shared car travel mode selection and its normative development, and joins in the external factors such as the traffic control department, the government, and shared car operators to establish and analyze an evolutionary game model.Firstly,we discuss the introduction of shared cars, and analyzes the game situation of the user's choice of travel mode after the traffic management department participates in management.According to the local stability of the Jacobian matrix, the equilibrium point and stable state of the model replication dynamic system are analyzed, and the feasibility and practicability of the model are tested using MATLAB simulation data.Penalties for using private cars for travel, management gains obtained by the management of the traffic control department, and management cost of the traffic management department affect the final evolution results.Secondly,we analyze the problem of normative development after its introduction, establishes a "government-sharing car operator-user" three-party asymmetric evolutionary game model, and uses the local stability analysis method of the Jacobian matrix to analyze and replicate the dynamic differential equation. The stability strategies of the subjects in different situations and the step-by-step analysis method are used to analyze the decision-making relevance of the three parties. At the same time, the dynamic phase diagram is used to demonstrate the progressive trend of the three parties in the combination of different strategies.Using MATLAB simulation experiments to verify its theory, which concluded that the implementation of operator decision-making evolution is the result of game collaboration between the government and users, and reducing regulatory costs and increasing awards and penalties are conducive to promoting the development of shared car operating models. In the real-life sharing economy, there is no evolutionary steady state of "government forgiving operators not to regulate users' civilized use of cars"or" users'uncivilized use of shared cars",so the government must strengthen supervision and punish the operators, and at the same time Guide and educate users on the use of civilized vehicles;car-sharing operators should establish a user credit system and reduce the cost of user-driven car-sharing,and ultimately achieve the sustainable and healthy development of shared cars.
