With the vigorous construction of highway engineering projects,the PPP model is increasingly applied to infrastructure projects,so it is an inevitable trend to apply the PPP model to highway projects.Project investment and financing are related to the smoothness of the construction process and the success or failure of the project.Therefore,from the perspective of the government,while facing the complex relationships of many other participants,the risks of investment and financing activities must be properly controlled to achieve the government side.Win-win cooperation with social capital.At present,there are many researches on highway PPP projects,but less researches on investment and financing risk research.Therefore,based on this background,this paper constructs a comprehensive and reasonable risk evaluation index system and conducts research on investment and financing risk evaluation of expressway PPP projects.The thesis first sorts out the existing research results at home and abroad.In order to understand the investment and financing modes,the traditional and modern investment and financing modes of China's expressways are analyzed,and the relevant theories of government investment and financing management of PPP projects and related knowledge of investment and financing risk management are analyzed.Carry out combing analysis,analyze the necessity and feasibility of using PPP mode for investment and financing of highway projects,and provide corresponding theoretical basis for later research.Secondly,through the analysis of the financing feasibility of the Liudun Expressway PPP project on the G215 line,as well as the study of the project operation mode,financing structure,and project return mechanism,it guides the construction of subsequent investment and financing risk evaluation index systems.According to the risk performance form and market economy composition,the project's investment and financing risks are decomposed(RBS),and five types of risks are obtained: policy risk,economic risk,construction risk,operation risk,and environmental risk.Potential risk indicator factors for the project.A total of 15 final risk indicators were determined through a second questionnaire survey,and the G215 line Liudun Expressway project investment and financing risk evaluation index system was finally constructed.Furthermore,considering the obvious uncertainty risks of highway PPP projects with long construction cycles,many participants,and complex investment and financing activities,the various influencing factors are intertwined and complicated,and the fuzzy comprehensive evaluation method and set-pair analysis can handle the uncertainty of the problem.Therefore,this paper proposes to combine set-pair analysis and fuzzy comprehensive evaluation to evaluate the investment and financing risks of highway PPP projects.At the same time,it uses the analytic hierarchy process to calculate the weight of each risk index.A multi-level fuzzy synthesis based on set-pair analysis is proposed.The evaluation model is used for highway PPP investment and financing risk evaluation.Finally,based on the investment and financing management system of the Liudun Expressway PPP project on the G215 line,a multi-level fuzzy model of the investment and financing evaluation set for the Liudun expressway on the G215 line is constructed,and the investment and financing risk results are consistent with the actual project situation,verifying the practicality of this model At the same time,it proves that the G215 line Liudun Expressway project investment and financing risk evaluation index system constructed in this paper is scientific and feasible,and provides a reference for similar evaluation.
