Dupu Town,Jiayu County,Xianning City Promotes River And Lake Long System Problem Research

Rivers?lakes and reservoirs are the blood of the earth,and the source of life,as well as the foundation of economic and social development.It is a realistic choice for realizing sustainable economic and social development to fully implement the river and lake chief system,which also concerns the people's well-being and long-term development of the country.Since the implementation of the river and lake chief system,each river and lake has its corresponding "river chief" and“lake chief".This has a positive impact on the improvement of the water environment of rivers and lakes,but there are also problems such as insufficient participation of multiple subjects in river and lake governance and low governance efficiency.Water environment management and protection is a systematic project,which needs unified deployment,collaborative management and efficient operation.The decision to fully implement the river-long system and the lake-long system is based on the goal of promoting the construction of an ecological civilization from the perspective of the harmonious symbiosis between man and nature,with the party central committee with Comrade Xi Jinping at the core.This article is based on the background of insufficient water resources protection,the area of small and micro water bodies such as reservoirs is gradually shrinking,and the public's awareness of water resources needs to be improved.Using literature research methods,experience summarization methods,semi-structured interview methods and other research methods,combined with collaborative governance theory and public goods theory,and the work practice and effectiveness of Dupu Town,analyze and study the existence of Dupu Town in the process of implementing the long-term river and lake system many problems:first,the lack of systematic and standardized governance of rivers and lakes;second,the lack of participation of the masses and social organizations,and the inadequate participation of multiple subjects;third,the effectiveness of the treatment and protection of small and micro water bodies is not significant;fourth,the long-term competence is insufficient,and the management capacity of rivers and lakes is not strong;fifth,the cross-regional management and protection of rivers and lakes lacks integrity.By analyzing the problems in Dupu Town's implementation of the long-term work of the river and lake system,the main causes of the problems are found,and the work experience of Zhejiang Province,Guangdong Province and other places in Hubei Province is used for reference.In order to achieve the goal of moving from a long-term system to a long-term governance,this article intends to make suggestions,such as build a coordinated governance system by strengthen organizational leadership and the team building;give full play to the core role of the township government and clarify the responsible subjects;improve the management and assessment mechanism for the management of rivers and lakes,and realize the institutionalization and standardization of the management of rivers and lakes;co-ordinate and other work Promote integration,fully mobilize all parties to actively participate.
