Problems And Countermeasures In The Implementation Of River Chief System

The river network of S city is densely covered,and its river and lake management work is undoubtedly a complex project.In the past,S city encountered many difficulties in its practical work due to the limitation of its administrative authority.River chief system is an effective means to solve complex water problems and promote the healthy development of rivers and lakes.Since 2012,S city has been promoting the river chief system and achieved important results,but it still faces many difficulties.Based on this,this paper analyzes the problems and gives solutions based on the practice of S city in implementing the river chief system.River chief system is a system used to improve river and lake management system and guarantee water resources security.This paper takes the production of river chief in S city as the research object,and expounds the origin,responsibilities and tasks of the river chief system.Through literature review and analysis,based on the theory of public organization and the theory of collaborative governance,this paper summarizes the general situation of the implementation of the river chief system in S city,and obtains the implementation effect of the river chief system in S city from the practice.It abandons the rigid inspection system and actively mobilizes social personnel to participate.However,at the same time,there are still many unresolved problems in S city’s river master system management and new problems brought about by the implementation of the river master system,which mainly focus on conflicts with the implementation system,imperfect operation mechanism and low social participation.The paper also analyzes the main reasons that lead to these difficulties,such as fuzzy management boundary,defects in system construction and insufficient application of collaborative governance.Based on the analysis of the implementation of the river chief system in Wuxi city,Wenzhou city and Zhengzhou city,and by referring to the experience of different regions,this paper puts forward Suggestions for improvement from the following five perspectives:resolving work conflicts,improving system construction,strengthening personnel construction,attracting other organizations to participate in and integrating the theory of collaborative governance.In the aspect of solving work conflicts,it is necessary to integrate river and lake management and city construction.To allocate conflicting and overlapping tasks to reduce the burden of work;To guide departments in coordinating joint work.In terms of improving the system construction,a strict assessment system shall be formulated,supplemented by on-site research.In terms of strengthening personnel construction,starting from improving the professionalism of personnel and improving team building,we should guide relevant personnel to carry out work in an organized and disciplined manner.In terms of attracting other organizations,for the social masses and public welfare organizations,timely process their feedback information and guide them to become a professional and excellent team;Using market means,mainly using economic benefits to make enterprises improve their production level and reduce sewage discharge,and encouraging them to participate in river and lake management in S city;It also speeds up the processing of information reported by various organizations.In terms of integrating the theory of collaborative governance,S city should strengthen the coordinated cultivation of the public spirit,and at the same time make use of the PPP model to make the various subjects involved in governance more closely connected,and improve the service needs.
