| With the rapid development of the country,the rapid rise of the domestic economy,the vigorous promotion of public infrastructure and the 13th five-year plan,the mode of multi-financing and multi-supervision has become the overall direction of China's large-scale infrastructure development.By 2017,more than 6,000 kilometers of expressways had been opened to traffic in hubei province,ranking the fourth in China.The formation of such a strong transportation network brings many opportunities for the economic growth of hubei province,and increases the financial pressure of the government,while making the control difficulty of the relevant functional departments gradually increase.To comprehensively deepen financial structure adjustment and construction control,optimization of construction organization and management,speed up the implementation of hubei province three years crucial goals,based on the characteristics of highway construction project in hubei province and region,hubei province transport department decided in highway construction projects in the BOT+EPC management pattern,can not only alleviate the shortage of funds in project construction process,and can improve the efficiency of project construction,make public ownership and private ownership enterprises in the perfect combination,to achieve the win-win purpose.BOT+EPC integration management,which is built by own strength,rich experience in management,the contractor will be hosting of the overall construction contract,the EPC general contracting,and combining with BOT financing means,get plenty of construction funds,investors can fundamentally solve the highway has money without technology,the construction units have money problems,design units with drawings without money problems,engineering construction and efficient operation.Based on the above situation,this article takes H highway construction project as the research background of actual case,the "BOT+EPC mode of literature related to colleagues,and comparing the existing PPP mode and traditional mode as the theoretical basis,combining with the existing project of excellent project management experience and characteristics of the H highway construction projects,from the comprehensive management,quality and safety,and many aspects such as the time limit for a project control,project cost analysis,find out the suitable for H highway enterprise management ideas,and from the comprehensive management,quality and safety,construction period and project cost detailed improvement measures are put forward.At the end of this paper,the conclusion of the expressway construction project under BOT+EPC management mode is also drawn,and the prospect of the promotion of this mode in the expressway industry in hubei province is also discussed.By introducing "in the highway construction project BOT+EPC" integration mode,on the one hand can meet the project investment,but also give attention to both the efficiency of project construction process,to ensure the virtuous cycle of construction project investment and efficient construction,this article takes H highway construction proje ct as an example,from access to relevant literature and the pattern of "BOT+EPC"existing PPP mode and traditional mode were analyzed based on the theory of that "BOT+EPC mode" in H the applicability of the highway construction project,and from the comprehensive,time limit for a project control,project cost management,quality and safety,etc.,The deficiencies in the implementation of this model were found,and based on the actual application,it was concluded that publicity and popularization should be fully done,participation should be improved,roles should be divided,supervision should be improved,incentive mechanism should be introduced,and relevant system construction should be improved. |
